basis generally quoted, it has been

All this, of course, subject to the

coupled with a suggestion that
great significance should not
given Mr. Harvey's trip.
In that regnrd it appeared pos«i
that the ambassador hlinself lacked
precise knowledge of what had
prompted the call to Washington,
was indicated that in view of the
cent illness of Mrs. Harvey officials
here believed it might be timely for
the ambassador to “run over” fot
conferences during the Christmas
holidays and it had not Lcen learned
officially, apparently, that MrA
Harvey was not to accompany him.
With all the events of the last few
days indicating that something of im
portance was in prospect, the key to
the puzzle—the speciliz thought of
the Washington government
how its influence could l>
brought to bear on the reparations
controversy—still, was lacking last
night. The impression was that offi
cials were feeling their way carefully
toward a decision in that regard.
White House spokesmen would

It was said very definitely, howevet
that President Harding and his ad-

that could not be avoided and it was
declared with equal authority that the
administration had no desire to
escape the responsibilities.

financial nature very complete infor

along this line that an approach to
a solution of the reparations ques
tion would be sought.
A suggestion, wholly unofficial fn
character, was heard during the day's
discussion that some form of com
mission, perhaps joint as represent
ing the allies, or even including
American experts, might be created
to seek in Germany such information
as must be recognized in both France
and England as ah authoritative esti
mate of Germany's capacity to pay.
