demonstrate that It cannot be materi
ally bettered.
The council has worked out of a de
ficit by the adoption of the most mod
ern and effective business methods.
The budget system and the segrega
tion of the various city funds is the
most progressive step that Tbomas-
ville has ever taken in handling its
