service to the people of the world
than ever before, according to
Walter T, Forbes, general secre

was one of the delegates from
Georgia.
Mr. Forbck took,part In framing
tho new constitution which result

agencies in service, creafc'on of a
national legislative assembly upon
a democratic basis.
A summary of the plan follows:
