Mr. Cockrell (Deni., Mo.) deman
ded the yeas and nays on concurring
in that amendment, an 1 it was con
curred—yeas 33, nays 28. All the
Republicans voted in the affirmative,
and all the Democrats in the negative.
Mr. Lamar announced that he was
paired with Mr. Davis (Dem, W.
Va.) lie (Lamar) would vote yea,
and Mr. Davis would vote nay,
Mr. Thurman (Dein., Ohio) said
that there bad come from the House
a bill granting an increase of pension
to Gen. Shields. Several Seuators
opposed to the bill now before the
Senate had indicated their willing*
ness t j vote for that bill. He moved
that the pending bill be referred to
the Committee on Pensions.
Mr. Cockrell hoped not.
Mr. Ingalls (Rep., Kan.) said it
was useless.
Mr. Thurman withdrew his motion,
and m )V« d t>> strike out all after the
emu ling clause, ami insert the fol
lowing That the Secretary of the
Interior (meaning Carl Sehurz) he
and he is hereby authorized and di*-
ected to place on the pension rolls,
subject to the provisions and limita
tions of the Pension law, the name of
James Shields, late a Hrigadicr-Gen-
cral of the United States Volunteers,
at the rate of §100 per month, said
pension to he in lieu of that which
lie now receives.”

Mr- Voorhees (Dem., Ind.) thought
it improper to introduce the amend
ment in regard to Gen. Grant, but

said there was no use quarrelling

about him. He filled an immense
space, and always would, in Ameri
can hisiiiry. He (Mr. Voorhees) did
not vote for the amendment, but it
had been placed on the bill by a vote
of the Senate, and ho would not be
driven from the support of the bill
by the amendment.
Mr. Blaine said th.it he had twice
voted to place the name of Gen.
Grant on t! e retired list. Mr.
Thurman, by his amendment, now
invited the Senators on his (Blaine’s)
side of the chamber to leave out
Gen. Grant and leave in Gen. Shields.
That was ail unkind invitation.
Mr. Hill said that Mr. Blaine was
a very fast man, and ready to help a
man before he needed it. He (Mr.
Hill) did not vote for men ; he voted
for principle. He did not know
what the Senator from Maine voted
for; lie had never been able to find
out. [Laughter,] He honored Gen,
Grant, as lie did every other brave
man who fought during the war and
j ceas d to fight when the war ended
For those who did not fight during
the war, but fought only during the
time of peace, tlie American people
could never have too little respect.
[Laughter.]
Mr. Thurman said that the amend
ment of Mr. Sargent was opening
the door for a thing this Government
had never done, the giving of pe
cuniary aid to men on account of
their great military achievements. If
