It may gratify our readers to know
that, om the seventeenth instant, Presi
dent Johnson decided that his peace
proclamation restored the privilege ol
the writ of Habuas Corpus—the ques
tion heinjr brought before him on an ap
peal from .ledge Underwoods decision,
denying the writ in case of a Virginian
put in Linbo by the Freedmens Bureau
for refi.si'yj to pay a fine of live hundred
dollars-i-.-a oegru.* mediately on
mis appeal being oiad*>oih the Presi
dent and the Attorney tleneral decided
against Unpcwood. and tlve Virginian,
thank C-d, was set free from the Bu
reau’s clutches. This decision, be it
rememhered, was rcncleiet. laic in the
evening ol the seventeenth and knocks
into a cocked hat all prior instructions
sent out from Waslrtngton, not excep
ting those mentioned in the late proc
lamation of his Excellency, the (Jover
nor. We would have been sorry to be
lieve- as some would have had us—
that Mr, John -on Was paltering with a
people entirely in his power, and are,
of course, proportionately happy in
knowing he is standing squaie up to
the honest meaning ofTiis peace proc

The Washington correspondent of the
Boston Post says:
The colored people have not been
slow tc apply to themselves the prac
tical benefits of t he passage of the “civil
rights” bill. To-day they elaimed ad*

General Robert Toombs - —The
Montgomery Ledger relates that Gen
eral Toombs is io Havanna, negotia
ting fora sugar estate. The General
says that lie intends to make Mexico
his future home, hut first he would
proceed to France, procure an inter
view with the Emperor, and learn trom
him his line of plirv. If the Emperor
promised to sustain Maximilian, he
would tell the Emperor that he had

Gen. Thomas Francis Meagher, act
