wer treaty and the Nicaragua canal.
No one expected that they would,
b it, England having rejected the

Will they surrender to Great Britain?
The contention by England that a
treaty can not he broken except by
consent of both high contracting par
ties is erroneous. As has been point
ed out by Senator Morgan and others,
the Clayton-Bulwer treaty has been
violated repeatedly by Great Britain,
notably so by that government erect
ing fortifications in Brazil and other
points in South America. It is not,
and has not been from that time, held
to be binding on this country. It is
true that Secretary Hay attempted
to revive a dead thing by a supple
mentary treaty, bat the senate
promptly sq.elohed this shameless
effort.
The truth of the whole matter is
that England does not want any ca
nil built across the Isthmus at all,
and in blocking the entyrpise by sub
tle methods has had the co operation
of such men as John Hay in this
country. It would not suit the pur*
poses'of England, because of trade
considerations, to have this canal
built. She now virtually controls
the Suez canal and through it monop
olizes trade that would to a vevy con-
s dernble extent inexitably be defiect-
el from present channels, to say
nothing of the loss of prestige were
this canal to be built and cwned and
controlled by the United States.
It has been suggested by some as
noted by Senator Morgan, that Eng
land would go to the extreme of war
with this country rather than submit
to the proposed competing canal, and
her expenditure of huge sums in late
years iu torts and fortification in
British Columbia, in the islands of
Jamaica, Trinidad and the Bermudas,
would seem to lend color to the sug
gestion. But there will be no war.
England has about all she can take
care of in South Africa, and with the
Russian Bear growling aver affairs
in China it is not likely that our
cousins across the water will be after
picking a quarrel with us.
Senator Morgan talks plain, how
ever, and says that if they want a
fight they oau gel it. The canal
must and will be dug. As-suggested
by an exchange, “treaty or no treaty,
diplomacy or no diplomacy, this gov
eminent lias the right to Bpend its
own money in its own way and for
its own benefit without consulting
any one, TUe ridiculous impudence
of England in claiming a halt inter
est in an enterprise into which she
has put no money must be reseated.'*

disastrous fire whidb occurred at the
little town of Newton, twenty miles
below Albany, last night.
The fire started in the slorhouseof
John Futch. This house, with us
contents, was destroyed. The tiro
spread rapidly, and in a very short
time the stores of II. A. Ledbetter
and John Hall and their contents
and a new livery stable belonging
to C. E. Norris & Bro., and J. L.
Barnett were destroyed. It also
consumed a large crib of corn be
longing to C. E. Norris & Bro., a crib
of corn belonging to J. L. Barnett and
a large hern containing 1,000 bush
els of corn and 1,000 bushels of cot
ton seed, which was the property of
R. L. and W. H. Hall.
The origin of the fire is unknown^
The total loss is between $5,000
and $6,000. and the total amount
of insurance is not over $1,000. This
is the second disastrous flic that has
visited Newton within 12 mouths.
