Hancock county had a whisky
election last Saturday. The county
went dry by an overwhelming ma
jority. The vote was in a ratio of
about 8 to 1.

building. Valdosta claims to be
on the biggest building boom in
her history.
The thriving little city of A1
bany was splendidly written up in
last Sunday’s Atlanta Journal.
Albany is nothing if not progres
sive and knows the value of judi
cious publicity.
The big gains in wealth of the
southwest Georgia counties as
shown by the tax returns should
and will attract the attention of
settlers and investors to this sec
tion.
Every day confirms our opinion
that Bainbridge has the logical lo
cation of a distributing point. Wit
ness the prosperity of the whole
sale houses already located here.
There is just as good an opening
in every line of trade.
Some of the western states have
adopted a very unique plan for the
making of local laws for the gov
ernment of counties and towns.
This plan has been little written
of and the beneficial effects of its
operation are not generally known.
Every county has its own legis
lature on a small scale composed
of delegates from each district ac
cording to population. Once a
year this minature legislature
meets at the county seat, origi
nates and enacts all measures that
are of a local nature, such as the
incorporation of towns, creating
school distiicts, authorizing the
issuing of bonds for any county or
town purpose, the establishing and
abolishing of local courts, legis
lation on the liquor trafic, dispen
saries, game laws, fence laws, in
fact everything that is purely of a
local-nature and that is not in con
flict with laws Ot gCneral operation
in the state.
Some excellent arguments
be found in favor of such provis
ion. The fifty days annual ses
sion of the general assembly of
Georgia is consumed at an enor
mous expense to the state in pass
ing and repealing purely local laws,
such as are mentioned above.
There is no very good reason why
the representative from Raburn
county should have a voice in the
incorporation of Turtletown in De
catur county, or whether Fight*
ingtown should issue electric light
or school bonds. It would seem
that a county legislative board
would be qualified in every partic
ular to take care of such matters}
With this mass of local legisla
tion withdrawn from the general
assembly of the state we might have
better general laws made at a less
expense to the taxpayer. The leg
islature might meet every two
years for a short session and we
might have better law-makers.
This is a new idea but we believe
it is one that will at some time
come into popular favor, and may
be adopted in Georgia.

Many mills in Massachusetts
are closing down, they say on ac
count of the high price and scarc
ity of cotton. It is strange that
we do not bear of any southern
mills closing. Had not our Mas
sachusetts friends better move
their mills south ?
The Albany Herald would have
a mosquito war waged. The Her
ald thinks this most pestiferous of
insects can be exterminated, and
that the municipal authorities
ihould at once begin the cam
paign. It is a pretty big under
taking in the good old summer
time.
The college of cardinals is hav-
a tough time electing Leo's suc
cessor. Although walled up and
cut off from communication with
the outside world the daily press
is giving an accurate account of
their proceeding. That newspaper
correspondents nave ingenuity and
imagination as well as enterprise
and talent cannot be denied.
After ballotting several days the
college of cardinals have finally
elected a pope, and Cardinal
Guisesppe Sarto was their choice
for supreme head of the Roman
Catholic church.
Cardinal Rampolla was the first
favorite and the results of the final
ballot is somewhat of a surprise.
The new pope immediately as
sumed the duties and regalia of
the papal office, taking the name
of Pius X. He was born in the
province of Venice, Italy, is sixty
nine years old and and was created
cardinal in 1893. He has the rep
utation of being the foremost
preacher of the Roman Catholic
church, and is very learned in
ecclesiastical doctrines. He is
said to be a hard and enthusiastic
worker in the interest of the
church and humanity at large, and
it is not doubted but that his ac
cession to the papal throne will
benefit the world.
