Says Government Instigated and
Is Responsible For Trouble.

A dispatch to the New York Herald
from PekiD, Friday, August 17, via
Shanghai, says:
Contrary to the agreement of the al
lied commanders the Russians ad
vanced and occupied the first door of
the east gate early in the morning of
the 14th (Tuesday), but failed to
force the second door.
At 2 o’clock on the afternoon of the
14th the British and Americans enter
ed the gate near the legations and met
with only slight resistance.
The Japanese met more serious op
position at the upper gate all day. At
midnight on the 14th they blew up the
gate and entered the city. Many Chi
nese were killed.
The people in the legatiou were
well, but somewhat starved.
Minister Conger said:
“They tried to annihilate us the day
before yon got in. Prince Ching, pres
ident of the tsung li yamen, sent word
that his officers had received word to
cease firing on us under pain of death.
“At 7 o’clock in the evening of the
gßme day the Chinese opened fire and
this continued all day.
“If the relieving column had not
arrived when it did we should proba
bly have succumbed.
“The Americans lost seven marines
killed and fifteen wounded and one
child dead.
“The whole movement is purely a
governmental one. The boxers are
only a pretense, having no guns.
“The confidential adviser of the
emperor was the leader of the imperial
troops.
“In eleven days over 2,000 shells
fell among us.’'

The cabinet had before it at Tues
day’s meeting a message from Minister
Conger, received Monday night. After
the meeting the state department
made public portions of the dispatch,
as follows:
“United States Legation, Pekin (no
date), via Che Foo, August 20.—T0
Secretary of State, Washington:
“Saved, Relief arrived today. En
tered city with little trouble. Do not
vet know where imperial family is.
Except deaths already reported, all
Americans alive and well. Desperate
efforts made last night to exterminate
us. Mitchell, American soldier, and
a Russian and Japanese wounded.
German killed. Advise Woodward,
Chicago; Conger, Des Moines; Sims,
Council Bloffs; Conger, Passadena;
Porter, Paris. ‘^Congee,

It will be observed that the portions
given out are extracts from Minister
Conger’s message. It was stated that
these portions cover such features as
the government desires to make public
at this time. The entire message was
before the cabinent and the portion
not given out doubtless refers to qiies
tions of policy and to Chinese internal
affairs, upon which the minister speaks

father than as the medium of commu
nicating actual occurrences.
It bad been hoped that Minister
Conger’s advices, as well as those
[rom General Chaffee, would be ample
f’.v this time in order to afford the
Washington officials full opportunity
to deal with the perplexing questions
raised by the Chinese disturbances.
General Chaffee lias not been heard
from and the Conger message was not
49 complete as the authorities here had
desired.
To Erect Big Furnace.
A massive iron furnace is to be
tmilt at Rose Hill, Va., near Middles
boro, Ky., Brown Bros., New York
bankers, are said to be interested in
the enterprise.

Control of the Camphor Product.
“Formosa now controls the camphor
product of the world, Bays United
States Consul Davidson at Famsui, in
a recent dispatch to the State Depart
ment at Washington. The Japanese
annual production, says the consul,
nas dwindled to 300,000 pounds; the
Chinese yield has never exceeded 220,-
000 pounds, while the Formosan sup
ply, increasing yearly, reached 7,000,-
000 pounds in 1805, and the yield for
the last four years lias ranged over
0,000,000 pounds.
To take full advantage of this fa
vorable situation, the government has
placed the manufacture under its con
trol and made the sale of camphor a
monopoly, with two apparent objects
in view; first, increased revenue, and,
second. 0 more complete control
the camphor forests.

Colonel Burn-Murdock, who is now in
South Africa in command of the “Kais
er’s Own,” owes his life to his short
stature. When the square was broken
at Abu Klea, Colonel Burn-Murdoeh
was standing by the side of two other
officers, both taller than he. The on
