The Atlanta Journal, either
through ignorance or with a wilful
desire to mislead, stated editorially
recently that the possession of a re
ceipt showing that one’s taxes had

the one paying the taxes. Attorney
(jleneral Hart takes a different view,
and in answer to questions ’pro
pounded by Tax Collector A. P.
Stewart, of Fulton county, makes
it clear just who is entitled to reg
ister and also that the voter has to
appear in person, take the oath and
sign his name in the voters’ hook.
Judge Hart’s letter to Tax Collec
tor Stewart is as follows:

Tax Collector and Registrar Fulton
County, Atlanta, (Ja. —IVur Sir:
Replying to your letter of the 2oth
instant, relative to the duties of the
tax collector in connection with the
act approved August In, 1908,
providing for the registration of
voters in the state, I U‘g to answer
your question as follows:
“1. Q. When should the registra
tion books he opened and closed?
“A. The ‘voters’ books should l>e
opened by the tax collector at the
time when he begins the collection
of taxes for each year and he shall
close th ni in the year in which
there is a general election six months
before the date of said general elec
tion.
“2. Q. Who is entitled to
register?
“A. 1. All persons who have
honorably served in the land or
naval forces of the United State in
the revolutionary war, or in the

of 1 and 2 above and these classes

Indians or in the war between the
states, or in the war with Spain, or
who honorably served in the land
or naval forces of the Confederate
states or of the state of Georgia in
the war between the states, or
“2. All persons lawfully descend
ed from those embraced in the
classes enumerated above- or
“3. All persons who are of good
character and understand the duties
and obligations of citizenship under
a republican form of government, or
“4. All persons who can correctly
mid in the English language any
paragraph <>f the constitution of the
United States or of his state and
correctly write the same in the
