It is apparent tlint undesirable im¬
migration Is Increasing and desirable
immigration is decreasing, a condition
which cannot be contemplated with
satisfaction. Without doubt tlie ques¬
tion of placing further and more rigid
restrictions upon Immigrants will coma
up at the next session of congress, and
possibly something will be done to
check the steadily increasing stream of
undesirable incomers.
The Visit of Marquis Ito.
Marquis Ito, who is now making a
tour of tlie United States, is the best
known and probably the ablest states¬
man of tlie Japanese empire. lie lias
been recently premier of the Flowery
Kingdom, and though lie has tempora¬
rily retired from public life he Is sure
to re-enter It and equally sure to ex¬
ert great influence upon the affairs of
that kingdom. For this reason his
present visit to our country is of deep
significance. That it will result In the
strengthening of the ties which already
exist between America and Japan Is
not to be doubted.
This Is not the first visit of the mar¬
quis to western civilization, though it
Is his first to tlie United States. When
a young man, he traveled to England
lu company with Count Inouye and
there obtained the knowledge of Euro¬
pean customs and political Institutions
which gave him a commanding posi¬
tion in the ranks of those who were
responsible for the regeneration of
Japan.
As president of the house of peers in
the first parliamentary government of
Japan, later ns president of the privy
council and finally as premier he had
both to shape the new governing sys¬
tem and to withstand tlie attacks upon
it in tho parliament itself, lie is u
progressive but not a radical leader,
and to save liis country from those
who were not content with natural
progress he had to fight many battles,
and lie Avon them.
That Japan has been transformed
in a generation from a primeval com
munlty to a world power is one of the
marvels of history. That there has
been so successive reaction against
th’s progress is due very .argolv to the
diplomaej and statesmanship oi Mur
