Recommendations
Of The Grand Jury
We, the (irand Jury, chosen atul
sworn for the July Adjourned term ■
1013, l>eg leave to submit the fol
lowing general presentments:
After carefully considering a
petition to change certain lines of
the county it is the unanimous
opinion of this body, that they
should remain as they now are and
and it is so recommended.
A committed composed of 11. M.
Allen, Chairman, 11. E. Harville
and A.'S. E. Jones were appointed
to inspect the hooks and records of
the different Justices of the Peace
and Notary Publics of the county
and they reported that they found
all the hooks kept in a most satis
factory manner except those of the
:580th District.
We recommend that Messrs. .T.
P. and W. H. Peacock he relieved
of tixes on certain lands extending
into Pulaski county.
We recommend that Mrs. W. 11.
Wiggs he relieved of double taxa
tion for the year 19115.
Certain authentic information
having come to this body that a
considerable lot of taxable property
in the Frazier district of the county
has not been given in for taxes and
the same not appearing on the di
gest of said county, we hereby ap
point a committee composed of H.
M. Allen, Chairman, C C. Wil
liams and C. E. Saunders to inves
tigate same and report to the pro
per authorities.
We recommend that Charlie Mul
lis examine the different hooks and
records of the county officers and
report the result of such examina
tion to the next grand jury. We
recommend that he be paid the
sum of fifteen dollars for such ser
vice.
We recommend that all jurors
and court bailiff's receive the sum of
two dollars per day for services as
such and that riding bailiff's receive
the sum of three dollars per diem
for services rendered.
We recommend that, J. A.
Floyd he reimbursed in the sum of
$23.45, expenses incurred in arrest
ing and bringing back certain out
of state prisoners. We recommend
that the clerk of the grand jury he
paid the sum of $3.00 per diem for
his services.
After careful consideration we
recommend the adoption of the Al
ternative Itoad law as defined in vol
ume one, article two, sections 091
to 701 inclusive of the Civil Code of
1911.
We further recommend that the
Ordinary collect a road tax of $3.00
from all persons subject to road
duty and chat same be dme as
early as possible.
The Ordinary under whose pecu
liar jurisdiction the management of
county affairs is placed bylaw, very
kindly requested our assistance in
the selection of sites for the propos
ed jail and court house and after
carefully considering all proposed
locations we recommend that the
county purchase from Messrs. J. P.
and W. 11. and*J. 15. Peacock, Ad
ministrators, their property situated
on the corner of Second and Cherry
Streets, for the court house site at
the price of $2500.00 and that they
purchase from the Cochran Oil Co.,
their property adjacent to the City
of Cochian water and electuc plant
for the location of the jail at the
price of $750.00.
A committee composed of E.
Cook, Sr., 11. E. Harville and T.
A. Portor were appointed to look
into the returns and investigate the
tax digest, they report considerable
property as not appearing on digest
and they have been authorized to
report their findings to the proper
authorities and we recommend that
action be taken to protect the inter
est of the county in this matter.
We wish to thank the sheriffs
and bailiffs for the courtesy and at
tention shown tiiis body during the
term.
We wish to thank our solicitor,
Hon. W. A. Wooten, for his uni
form courtesy and consideration to
the grand jury and for his invalua
ble assistance rendered them in
their deliberations and work.
