Spain’s Reply.
IRcgotiations Ibang jfire.
Washington, Aug. 3,—lt is asserted
that the President will call an extra
session ol congress as soon as Spain
accepts the terms ol peace offered.
It has always been understood that the
senate would be convened as soon as
the treaty of peace was ready to be
acted upon by Jliat body, but further
more, the attention of the president
has been called to the situation which
makes the assembling of congress
necessary at this time.
Under the law which provides for
the raising of a volunteer army, and
that portion which goes out of exist
ence when war ceases, there is a di
versity of opinion. When the law
was first framed it was not supposed
to be necessary to keep the army in
tact to the end of the war. It was not
seen at the time that a garrison at
the Philippines, or at Porto Rico, for
it was not known that these coun
tries would be in possession of the
United States.
The developments of the war have
made it very evident that fully one
hundred thousand men would contin
ue to be needed. If however, the vol
unteer army was disbanded there
would be only twenty-seven thousand
regular troops available, and the aid
needed was a brand new law by con
gress to keep an adequate army as
garrisons, and for the purposes and
exigencies that have arisen.
In reply to a dispatch from slcr
ritt, now at Cavite, 51erriam cables
that since the departure of Merritt
five transports with nearly 5,000
troops have sailed for the Philippines.
Scarcely had the message been sent
when word was sent to Merriam from
Washington that Merritt had asked
to have his command increased from
20,000 to 50,000, so as to enable him
to meet any emergency and on ac
count of the hostile attitude of Agui
PRINCE BISMARCK.
Berlin, Germany, Aug. I.—Prince
Bismarck died Saturday night shortly
before 11 o’clock. He passed away
peacefully at his castle at Friedrichs
rulie.
The death of the ex-chanceilor comes
as a surprise to all Europe. Despite
the family’s denials, there was an
undercurrent of apprehension when
the sinking of the Prince was first an
nounced, inspired more by what the

McKinley’s Peace Terms.
The terms of peace as officially
given out are as follows:
Spain must evacuate and relinquish
all claims to Cuba and Porto Rico,
and when evacuated, must ho ceded
to the United States. Also all the
other West Indies Islands one of the
Ladrones must he ceded. The city,
bay and harbor of sLmila will be
held by the United States forces, pend
ing the conclusion of the treaty of
peace, and the Philippine question
will be decided in the future. No
money indemnity is asked, and it
is believed that the term will be ac
cepted by Spain.

Macon, Ga., Aug. 3.—C01. Kay's

and newspaper men and their wives
will probably go in a special car from
Macon to see the soldiers leave.
The last equipment for the regi

Healed-A Wonderful Work.
“For many years I have been a great
sufferer with varicose veins on one of my
limbs. My foot unci limb became dread
fully swollen. When I stood up I could
feel the blood rushing down the veins of
this limb. One day I accidentally bit my
foot against some object and a sore broko
out which continued to spread and was
exceedingly painful. I concluded I
needed a blood puritler and I began taking
Hood’s Sarsaparilla. In a short time
those dreadful sores which iiad caused
