NEWS AND VIEWS.
Why do peopl* persist in saying
they “ride in a buggy and on a train,”
when the contrary is true?
This in a good time to look after
yoiir (cnees. Adviec applicable as
well to farmers as to oflico-holders.
V'iee-l’rehident Stevenson and See-
retaries Smith and Herbert were at
the Augusta Exposition the first of
the week.
Hon. A. S, Clay writes that lie will
not lie a candidate for governor of
Georgia next year. Tho race is now
between Evans and Atkinson.
'I'lie supreme court has very few
of .fudge Aug. II. IlailseH’s decisions
to review. He generally puls the
finishing tone,lies on tho emmas
brought before him for adjudication.
In the passage of the Calvin stale
bank measure by tho legislature the
country Is put on notice that Georgia
democrats are expecting congress to
repeal the ten per cent tax on state
hank issue.
What is going to become of the
democratic demand, in the Chicago
platform, for the abolition of ilm na
tional banks? This is another matter
.President Cleveland forgot in Ins
message to congress.
Tho Georgia legislature Is killing
lots of valuable time considering and
reconsidering measures, sortie of them
of tlie least possible importance. The
best tilings they have done are I lie
provision for paying school teachers
quarterly, and the codifying the civ
il and criminal laws of tho state in
Separate volumes.
The resignation of Maj. A. C.
Knapp, as Iraltlo manager of the
Georgia Southern and ElnrUlii rail
road, has been handed in to Hee.eiver
Sparks to take effect January 1st,
The position of Irafllc manager will
he abolished and the duties pertain
ing thereto will devolve upon Mr. K,
Garnet Stone, with the title of gencr
al freight agent.
Attention is being drawn to tho
South ns an agricultural seelion per
haps more than ever, now that such
low prices prevail for farm product*,
Tho fact of being able to profitably
cultivate the ground nearly every
month in the year, the mild elitniife,
low cost nf land nnd living am! quick-
ness with which the southern soil re
sponds to scientific, farming all lend
to turn the eyes nf many fanners to
ward the beautiful southland rather
than the West,
The Plant syslein lias mortgaged
ils several lines of raiboad to the
Central Trust Company, of New
York, for $2(1,01)0,000. The object
of the mortgage, it is said, is to eon
Holiilato tho system’s indebtedness,
for improvement of its property and
tho purchase of such eonneuling rail
road lines as shall appear advisable.
It, is thought, the system is preparing
to gobble the Florida Central and
Peninsula railroad,
Mr. John P. Port, of Dougherty
county, has become disgusted with
fruit-growing in this section- espec
ially pears—because, ho says, the
railroads charge quite us much for
freight as the fruit sells for in die
markets. Ho says he paiil *1H2 on
a ear load of pears from Walker’s
station to Philadelphia, a distance of
eight hundred miles, lie considers
“tho possibilities of this section in
growing pears, peaches, grapes and
other fruits, equal to any country,”
hut high freight rates prohibit their
profitable culture.
From President Cleveland’s mes
sage we learn that the present per
capita circulation is a fraction more
thiyi $26. Surely he did not intend
to make such an erroneous statement,.
It is true tlieie is a fraction more
than *25 per capita in existence, hut
there is ft great difference in money in
existence and money in circulation.
It is also true that about 76 per
cent of the money in existence is
hoarded in the Eastern "banks and
practically as good as no money so
far ns the needs and demands of com
merce i» concerned.
What the people need is money in
circulation, wending its way through
the active channels of trade to stimu
late industry and bring order out of
the existing financial chaos.
ft requires money in circulation,
not that in existence merely, to lubri
cate the wheels of commerce and
manufactures. It takes money in
circulation to extinguish indebtedness
—to pay the merchant for bis goods,
tbc landlord bis rent, the hireling bis
wages.
It is probably true there is enough
money in existence to answer all de
mands of I radu if it could he put ill
circulation, hut Imre is the vital ques
(lull—the knotty problem -bow to get
it into circulation so h will be of some
value to tbc country?
il, is a question worthy the honest
and earnest consideration of our wis
cst. statesmen.

There are two members of Clove-
land’s cabinet, whatever tuny ho said
of the. others to the contrary notwith
standing, who have caught the true
spirit of reformation, These are Sec
retaries Morton ami Siniili tho one
of Agrimilturo and the other of Inte
rior. Their slogan has boon “reduce
Ibe expenses of the government (o the
minimum’ ovc r since they were induct
ed into their respective ollieos.
Among I lie lirHt reforms introduced
into his department by Soetotitry
Morton was to purchase seeds from
lirsl hands in the lowest markets and
distribute them direct to the farmers
through llic state experimental sta
tions Instead of allowing tho congress
men to become gift-makers and thus
build Chinese walls, around their seals
in congress. A contemporary perti
nently remarks, “Hooretary Morton
may not please all Ibe politicians but
bu is proving himself a most olll. -
lent official.”
Tho effort of Secretary Smith to
reduce Ibe petition rolls within legit
imate bounds has won the admiration
of every good and true citizen and
mine more so than the honest Fmon
soldier himself. When tho Secretary
lirsl began the eorreel.ion of abuses
in Ills department it was given out
that tho Grand Army of the liepuhlte
and sinmlar organizations proposed to
“make it warm’’ for him, but if snob
oppositions ever existed it has been
dissipated and the hotter thinking
members of those organizations are
lending their earnust support to a
thorough purging of the illegal pen
sion lisle. Secretary Smith has so far
shown a disposition to discharge his
official duties honestly and fearlessly
“In the host of his skill and ability,”
