Washington Rather Expects That the
Policy of Germany Will be Quietiy
~ Modified.
'Waghington, Dec.” 26,—While {tlse
lomatie controversy with Germany
over Belgian deportations temporarily
i in abeyance, officials are watching
carefully for any indications of a soft
ening of the German attitude as a re
sult of the protests of the TUnited
States, Spain, Holland, Switzerland
and the vasican. It would cccasion no
surnrise if the German policy were
ounietly modified, despite the govern
jaent’s aeclaration that the measures
taken were necessary and in accord
ance with interntcional law. |
It has been indicated that this gov
ernment's, course would be determin
¢d by public opinion as it crystalizes,
but there.are indications that should
the practices complained of be discon
tinued the American protest would
not be pressed further. Officials
think that if a discontinuance were de
cided upon the decision would be put
into ecect guietly and probably would
not be accomplished by a public an
nowncement of any diplomatic assur
ance sthat might seem. to represent a
recession from the stand Germany has
cpenly taken. ’ i
~ Should -the state department’s in
formation during the next few weeks
indicate, however, that the deporta
tions are continuing unchecked, it is
jnet unlikely that some furtehr step
‘might be decided upon to emphasize
‘me American protest. Officials are
understood to have been much im
’m‘essed by such cxpressions of ap
’v;)roval for their stand as were voiced
at the prctest mesting last night in
' New ork, and by man messages of con
}Aemnation that have reached the white
houes and the state department.
- Just what further action the United
Gtates should take, however, is prob
}lemalical. In some quarters it has
been suggested that the department’s
‘infarmation regarding conditions in
Belgium, said to be at variance with
‘statements in the German reply to the
American protest, be made public. It
is realized however, that such a step
‘might lead to a fruitless and perhaps
embarassing ctonfroversy over facts.
There also have heen suggestions,
that an effort be made for joint action
iwixh other neutrals to mobilize the
}world opinion in protest against the
‘ (lerman policy but from the beginning
i“r ihe war the United States has stu
diously refrained as,a matier of prin
iciple from joining in any concerted
}dipldmaiic representations.
