Biography give* the following account of
the notorious tory, John Butler, to whom
w* have just referred, and to whom, it is
asserted, the Beast is related by close con
sanguinity :
ButUr, Job* —‘The atrocities committed
by this miscreant during the revolutionary
war, almost exceed belief. He was a native
of Counactiout, but removed to the valley
of Wyoming, where, in 1778, at the head of
1,800 man, of which 800 were Indian* and
the reat lories, painted like Indians, he at
tacked the towna and villagee of that roman
tic region, and indiscriminately massacred
thoee who submitted a* well as those who
fought, Women and children at well as men.
To the question what terms would he grant
ed, he replied—‘‘the hatchet!” People of
l»oth sexes and every age were indiscrimi

set on Ire; some were held dewh in the
flames by pitchforks, and in one instance, at

of pine knot splinters, and then burned, etc.

sound, and we cannot urge it too rralouflly

Mr. Editor : I notice that GommUsfen
Merchants from Now York, Savannah, and
New Orleans arc offering inducements, in
tho wfij of advancing upon cotton, to planters
to sfci) their c#o£s to their respective markets.
Permit one who lias suffered from transactions
of this sort, to warn the planters against (so
called) kindnesses of this character. It is a
tempting bait at this particular time of mon
etary pressure; but beyond such means as
will purchase bread and meat to gather the
crop, bagging, rope, and tax money, we
should suffer any extremity rather lhan draw
tipon the growing crop. Tvfio and one-half
per cent, for advaning 8 per cent, interest,
arc heavy burdens, besides placing ourselves
within the necessity of selling at a iirno and
shape when loss would ensue; and shoflTtl
exp etation as to the amount of the crop
and prices not be realize 1, and we cannot
meet the amounts advanced, merchants and
planters must both go by the board.
To my mind, the only legitimate help
mcrohants can now give planters is quick
transits, low freights, and freedom from
frauds. Let us demand these from repre
sentatives of every market, and choosing be
tween them, spend our money after the re
sults are in actual dollars and cents.
Mr. Editor, your journal circulates largely
among the planters, and you have great in
fluence—pleas eurge this view upon them.

Washington, Sept. 14.—The New York
Herald, who has hitherto supported the
I’residenf, in to day’s issue pronounces his
plan of BCOonstnrctioD a failure ; and more
over. says his generous actions towards the
late revolted States have been accepted by
that, people as conveying a license lor san
guinary outragft upon the poor negroes and
abolition Yankees; anil that the ground
swell which commenced in Maine will sweep
the whole country against the President's
policy.
Secretary McCulloch has directed the
Commissioner of Revenue to give special
attention to a revision of the tariff, and re
port a bill for the consideration of Congress.
It is intended to make the revenue system
more simple, economical and effective. The
Commissioner is instrUiAcd to consider how
large a revenue is necessary for the exigen
cies of the government, and also, to propose
such modifications of the present tariff as
will better adjust and equalize the duties on
foreign imports with the internal tax on
home productions. Secretary McCulloch
suggests a reduction of taxation upon the
raw material and machinery of home produce.

10,000,000 of thalers as indemnity to- Prus
sia for war purposes ; the right to garrison

St. Peters nti rg, Sept. 13.—A farewell,
banquet was given tO-day to the American
Embassy. Assistant Secretary Fox, and
sevsral United States naval officers were
present. Count (Tortsckakoff made a speech
expressive of the hope that the era of good
faith now prevailing between liussia and
the United States may be permanent, and
stated that there was no danger of its being
considered as a mennnee to other nations.
