With such reports before it end a
strong public sentiment behind it con
gress would most likely pursue a
course that would lead Spain to recog
nize tbe necessity of abandoning Cuba
It is hardly probable that Spain would
sell Cuba to the Stales even if
they were willing to buy the island,
but she might agree to Cuban inde
pendence if Cuba should agree to pay
her a part of tbe losses she sustained
in trying to put down the insurrection
—tbe payment to be guaranteed by
the United Stales.
By the time the investigating board
is ready to make its report tbe United
States will be in a much better condi
tion for war than they are now. Their
fortifications are being rtrengtbened
all along tbe coast, and tbe army and
navy are being put in readiness for
hostilities with great rapidity. Con
gress, knowing tbe United States to be
pretty well equipped for war, would
not hesitate to take a ve?y firm atti
tude in respect to Cuba. It would be
far morj aggressive than it has been
at any time since tbe war in Cuba be
gan. Under tbe circumstances Spain
might not be so adverse to parting
with Cubs, provided she could get a
price somewhere near tbe amount
which she has expended in trying to
re establish her authority io Cuba.
No doubt there will be a good deal
of war talk during the next few
months, but it is pretty safe to say
that there won’t be war between tbe
United States and Spain.- Tbe latter
would make every reasonable conces
sion before she would engage in war
with tbe United States.
Cuba, however, is certain to be ben
fitted whether the Maine incident is
settled peaceably or otherwise Io fact
it would not be surprising if Cuba
should have her freedom before the
end of the present year.—Savannah

duced, and after a few tugs the tooth
