Springfield vs- Mauser.
Washisgtom, July 12—The ord
nance officers of the army are indig
nant at the statements that have ap
peared io the preas, some of them at
tributable to high army officers, quee
tioning the merits of the Springfield
rifle, with which a large proportipn of
the United States army ia armed.
These statements, they say, are cal
culated to do infinite barm among
tbe volunteer forcea, though the reg
lars know and like tbe old Srlngfield
too well to distrust it dow
Tbe principal argument againat
its employment by the critics is that
its abort range enables the Spanish,
armed with Mausers, to pick off our
men long before they get within range
of tbe Spiingfieldls. This is said to be
based upon record.
Tbe Springfield baa a range of 3,400
yards, which ia only a few hundred
yards short of the Mauser, and the
former's grain bullet is said to
bavegre&Hr killing power at tbe long
ranges.
Tbe opinion of some good practica
ble soldiers as to tbe respective merits
of the Springfield and tbe modern
small bore, ia shown by the fact that
such able soldiers as Col. Ray and Col.
Schuyler of New York, who are organ
ising independent regiments, have
specially requested tbe war depart
ment to supply them tbe former.
A good deal has been said also, as
to the great superiority of smokeless
powder used in tbe small-bore over
tbe black powder of tbe Springfield,
but one of the best ordinance officers
in tbe war department has declaied
that there are merits in both powders.

Confederate Veterans’ Reunion.
Account of the annual reunion of Con
federate Veterans, Atlanta, Ga., July 20-23
1898, the Central of Georgia Railway Com
pany will sell tickets at very low rates,
the general basis being one cent per mile
traveled. Tickets at these low rates will
be sold not only to veterans, but the gen
eral public. Detailed information and
specified rates from each station will be
tarnished on application to any agent of
the Central of Georgia Railway Company.

In the President’s Hands.
The conduct of tbe war is now left
with the president, and, judging from
tbe past, it can be safely intrusted to
his discretion.
Tbe president can make a treaty of
peace with Spain, but it must be rati
fied by tbe senate, so it ia possible
that an extra session of the senate may
be called before the regular session in
December if Spain concludes to make
peace.
In tbe absence of peace negotiations,
however, President McKinley can car*
ry on the war without assistance from
Congress. In fact, it is doubtful
whether ite presence would be deairs*
