These are likely to be more complex
than are generally supposed, for aside
from matters of actual moment, such
as the methods of transportation, the I
carriage of arms by troops and the
transportation of the sur
. rendered Spanish officers,
there are many smaller matters to be
attended to some of them growing out
of the fantastic Spanish notions of
honor which are quite as troublesome
to deal with as matters of vital impor
tance.

of a few cases of yellow fever among

A dispatch from Madrid rays: The
official Gazette today publishes a roy
al decree temporarily' suspending
throughout the Spanish peninsula the
rights of individuals as guaranteed by
the constitution.
The decree adds that the govern*
moot will render an account to parlia
ment of the use it may make of this
measure.
The publication of the decree ia
generally accepted as being convinc
ing proof that Spain is now ready to
sue for peace and that negotiations to
that effect are actually io progress.
The government wishes to have full
power to Suppress any evidences of
discontent or rebellion whenever they
appear. The Oarlists are furious, and
are sure to attempt to create trouble.

The general public take a favorable
view of the suggestion (hat the powers
should attempt the re establishment of
peace, but it is said, contrary to re
ports current, France has not taken
the initiative.
One minister expressed the convic
tion that official overtures for peace
will be made before Sunday.
Premier Sagasta is quoted as saying
that Spain wants peace, but “that it
must be an honorable peace, as Spain
deserves.”
“The army,” the premier is said to
have added, “is anxious to resist to the
last, but the government cannot con
sent to such a useless.sacrifice. Had
we our fleet the situation would be
very different.”

THE THIRD REGIMENT
Mastered late the Service of the
United States Yesterday.
That part of the Third Georgia Reg
iment, U. 8. V. at Camp 4fortbsn is
now in the service of the United States.
All the troops in camp were muster
cd in yesterday, and a tedious under*
'taking it was, ae every man was re ex*
amined and hit description taken.
Each c<>m|>any was taken separately
and the oath taken in the proper form.
Hereafter the men will be mustered
in aenroceived in camp, until the regi
ment io recruited up to its full strength.
The men are now beginning to rea
lize the fuH duty of a soldier and some
complaints are heard, by those who
expected to live on a “flowery bed of
ease.” But complaints are remarkably
tew, as the larger majority knew what
to expect before arriving, and, if any*
thing, were pleasantly surprised in the
treatment and fare.
Now that the men are United States
soldiers, uniforms are to be given them
immediately. All equipments except
'guns, which are on the road, are now
in the commissary department and no
delay will be had, ae experienced in
the first two regiments
By Bunday the man will all have
dooned their new uniforms and will
present a much better appearance.
The first case of desertion occurred
yesterday in the person of H. W.
Smith, of Capt Kolshon’s company,
who-in charge of a detailed squad, be
came wearied of hie labors and think
ing he could leave the camp at any
time before being mustered in, deci
ded he would rather follow some other
profession than killing Spaniards and
same to the city.
The matter was reported to Lieut.
Wm. 1 Leakin, Co. C., who detailed
Bergt. Demere Cunningham to arrest
Smith.
Sergt.Cunningham had little trouble
in finding Smith and carrying him
back to camp where be was placed
under a guard Smith now claims he
pent up town to get a square meal
and a good nights sleep.
Lieut. Leaken left last night for
Savannah, whore be goes on recruit
ing duties. He was relieved here by
Capt. Kolshon, who will hereafter re*
main with his company.
Capt. Kolshon has one of the largest
companies in camp and ia confident
his will be tho first recruited to its full
quolo.
Capt. Barr’s company is fast filling
up and Griffin will soon have cause to
be proud of her soldier boys. They
are learning remarkably fast under
the instruction of Lient. Kimbrough.
The heavy rains of the last few
nights have been very disagreeable to
those on guard duty. < •
. Col Candler intends to have a strict
ly temperance regiment. On Thursday
a man by the name of Burkes was ar
rested upon the camp ground for re
tailing liquor to tbo soldiers. Col.
Candlor opened court in bis tent and
by virtue of his authority as superior
court judge, tried and convicted
Barkes and sent him to Spalding
county jail.
Germany’e Interference-
Germany will get into trouble with
□s over tbe Philippine Islands if she
isn’t careful. She is meddling in mat
ters in which she hae no concern.
Our Manila dispatch, published thio
morning, indicates that her eympathiee
are with Spain. No doubt oho would
openly espouse Spain’s cause if she
felt cure that to do so wouldn’t prove
too costly to her The excuse of tbe
German gunboat for preventing the
insurgents from attacking tbe Span
iards in Subic bay was that she acted
“in the cause of humanity.’’ From the
dispatch it doesn’t appear there was
any call for bar activity in that cause.
She disappeared as soon as a couple of
American warships steamed into Subic
bay, and th* insurgents continued
their military operations and captured
500 Spaniards.
It is probable that the action of tbe
German gunboat was not authorized
by tbe German government. But the
fact .that a Gorman gunboat did inter
fere between Cha insurgents aad Span
iards, and take sides with tbe Span
iards, shows that Germany would like
a favorable opportunity to obstruct
our operations in the Philippines.—

How the Captain Comes to Bo is
Command of the Commodore-
- .
It seems to be not quite understood
bow Admiral Sampson cornea to bo in
command of Commodore Schley.
Capt. Orowninshield explains it clear
ly. Before the war broke out, but
when war was believed to be immi
nent, the North Atlantic squadron was
at Key West, preparing, under the
command of Admiral Bicsrd, to carry
out a programme of manoeuvres in
the Gulf of Mexico that bad been ar
ranged in January.
At a certain moment, aud when it
was expected that, the fleet would be
st once called upon for duty at Ha
vana, Admiral Sicard fell ill. A med
ical survey resulted io hie .being or
dered to take sick leave, add be left
the flagship." Capt. Sampson was at
once, under a statute that permits the
President to give the command of a
fleet to a captain, made the flagship
officer, with the rank of admiral.
The war came. When it broke out
Commodore Schley, the superior in
rank of Admiral Sampson, was presi
dent of the lighthouse board. Heat
once sought sea duty. His tour on
shore was not yet out, but officers of
experience were needed, and he was
provided with the command of the
flying squadron, then at Fort Monroe.
It was not considered necessary or
wise to put him in command of the
North Atlantic squadron, as that
would have looked like disapproval of
Admiral Sampson, when there was no
dissatisfaction wffij his conduct or
management of the blockading fleet.
Commodore Schley grew weary ol
the idleness of tberquadron under his
command, and desired duty at the
soeae of war. ,Al tho earliest moment
it was deemed oxpediezt te send the
flying squadron to Cubs it was de
tached from the patrol service and
attached to the North Atlantic station
as a squadron.
The situation was then provided of
the command by Commodore Sampson
of Commodore Schley and Watson,
both officers of really higher rank than
Admiral Sampson, Who is a commo
dore two files below Schley.
To displace Commodore Watson,
Schley’s superior from the Eastern
squadron, and give that command to
Schley, would at once provoke the
objection that Commodore Watson
had been knocked down without hav
ing been afforded a chance to justify
hisselection for a moat important duty.
So much has been said about the
failure to fully credit Schley and Simp*
son’s failure to mention his second io
command that it is the general opina
ion that Commodore Schley’s friends
will prevent any attempt to reward
Sampson at his expense. It is almost
certain now that neither will be pro
moted until both are promoted, and it
is considered quite improbable that
the reward tq Sampson will change
The relative position on the register of
Sampson and Schley. To advance
them they must first be mentioned by
name to the Congress and by the
President.
Congress, having thanked the offi
cers by name, the President may name
each for a higher place. To make
that promotion good, a majority vote
must be obtained. To avoid a conflict
in the Senate over confirmation, it is
believed that the Prekident will reward
the two officers in the same manner,
and that he will leave Schley standing
in the register two numbers ahead of
Sampson.—New York Times.

Council Proceedings.
The city council met yesterday af
ternoon in their chamber, presided
over by His Honor, Mayor Davie, Al
men Moore, Reid, Mitchell, D*via, Ox*

The minutes of last meeting were
read and adopted.-
A communication was read from
Amos Fox, commissary general of the
Georgia division of Confederate Vet
erans, asking for assistance in careing
for the old veterans who would attend
the reunion in Atlanta next week. The
petition was ordered placed on file,
An ordinance was read for the sec
ond time regulating the sale of second
hand cotbing in the city, and fixing
flues tor all violations of same, which
was adopted.
Tmo other ordinances were then
read fixing water rates and imposing
fines upon persons tampering with
the meters, pings, spigots, or other ac
cessories of the water plant. These
ordinances will effect a large number
of our’c'lizsss and will be pablisked
In tbe Call tomorrow.
The Centra! railroad was given per
mission to extend tbe sewer running
from the passenger depot and ceanect
with tho city sewer at Ninth street.
The council ordered Superintendent
lioWsrd to lay a water main out Fif
teenth street at once.
A few bills were read and ordered
paid, and the council adjourned.
