The First to Secure the Required
Dumber of Men.
Tbe first complete company mutter
roll of tbe Third Georgia regiment wee
received yea tor day morning by Oapt.
W. W. Davies, of Atlanta, from mus
tering officer First Lieutenant F. L,
Palmer. Oapt. Davies has 100 enlist*
ed men and bis company will in a
body be sworn into the service of tbe
United States government today,
Oapt. A. J. Burr’s company will be
tbe next io line, be having 99 men
now and others enroute to camps
All tbe companies are now rapidly
filling up, though it cannot be posi
tively stated just when the regiment
will be completed.
Yesterday morning tbe band was is
sued tents, which were struck in front
of tbe second mess hall above the
guard boose, where tbe band members
will make their quarters.
There ore a lot of men now in camp
who are strongly inclined to do mis
chief of any nature after dark. Bome
have even attempted to tear down ne
gro houses, and numbers'of fences are
scattered across the road bat ween the
city and camp ground. To see them
prowling about at a late hour of night
is no unusual occurrence and although
tbe officers are using every effort to
catch these men, as yet very few have
been punished
Running tbe guard line after taps is
no unusual occurrence. To prevent
thia Col. Candler yesterday issued an
order to increase tbe number of guards
to 72 men at night. This will place
four men On the heat that one guard
has heretofore bad in charge.
Every man who is captured while
running tbe guard line is given 10
days bard labor.
Private Hosia Davie, of Cspt. Burr’s
company, was found sleeping on duty
Monday night and given 10 days hard
labor.
Resignation Mot Accepted.
The board of directors of (he Y. M.
C A. bold an important meeting yes
terday afternoon, which was largely
attended.
Secretary Eugene Ragland tendered
his resignation but the board declined
to accept it, and gave him a two
months vacation that he might take a
much needed rest.
During Mr Ragland’s absence the
directors will assume active charge of
the work, and a committee of two will
serve each week Mr. Drukenmiller
will be at the building to look after
tbe wants of members and visitors.
Tbe Sunday meetings will be ftee
and easy, informal affairs and song
services.
Tbe treasurer read bis report, which
was highly satisfactory to tbe board,
and showed the association to be in a
prosperous condition.

Indications Point to Acceptance of
McKinley’s Terns.
2.—No answer
has been received from Spain, and in
consequence the cabinet meeting to
day was short.
Tbe members of the cabinet all
stated that nothing had been received
from any of the points of interest on
which the American eyes are at pres
ent centered. Not only was Spain si
lent, but nothing bad been received
from either Admiral Dewey or Gen.
Merritt. Nothing had come from Ger*
Shafter and nothing from Gen Miles,
and in the absence of news the cabi
net considered that everything was
going well.
It was the opinion of the cabinet
officers that Spain would yet take a
couple of days before she submitted
her answer. The dispatches from
Madrid saying that there was one
point which needed more explanation
is taken to mean that Spain is going
to make some-delay over the part of
the terms referring to the Philippines.
This can be readily done, because the
question covers much ground, and
while the United Slates does not in
tend to disclose its policy any further
than it has, Spain may gain* few
days’ delay, and prepare tbe Spanish
people for the acceptance of the terms
as laid down
From the dispatches from Madrid
it looked, however, favorable to an
early settlement in favor of peace.
While tbe Spanish cabinet did not
arrive at any conclusion at their meet
ing last night, tbe cabinet officer said
that in his opinion the reported action
of the Spaniards, by which they con
cluded to ask for a farther explanation
of a certain point in the terms, must
be considered as a favorable sign.
Tbe United States cabinet half
expected Spain to propose a counter
proposition of terms, but as they did
not conclude to do this, but simply
ask for more light on a certain point,
it was a clear intimation that they
were about to accept in a reasonable
time onr terms.

Stamp Cases Decided-
Tbe Georgia railroad commission
decided yesterday that in future the
Southern Express company must pay
fur the revenue stamps required to be
put on bills of lading.
The commission held that the send
ers of telegraph messages should con
tinue to pay the one-cent tax on them.
The position was also taken that the
telegraph companies should put
stamps upon tbe copies of messages
before delivering them to theaddresres.

DELIGHTED AT ANNEXATION.
f The Mayor of Yauco, Porto Riot,
Issues a Proclamation.
r Washington, Aug. 2 A dispatch
i from General Miles at Ponce says he
- has no intention of making a landing
of troops at Cape San Joan, especially
I as the place is on a roadstead where
I transports are liable to suffer from the
i prevalent storms.
Tbe railroad from Ponee to Yauco
. is now in the possession of our troops,
I General Stone found five nines on the
. track. These were destroyed and the
, track is uninjured.
Our troops found seventeen Span
. iards in the Yauco hospital, all of
i whom had been wounded In Tuesday’s
fight. Two of them have since died.
Proclamations have been issued by
j the authorities of Yauco as a United
I States city, expressing delight at an
, nexalion and the administration of
i Ganeral Miles and welcoming cur
, troops.
The following is the text ol tbe
mayor’s proclamation issued at Yauco:
“Citixensi "Today the cilixens of
Porto Rico assist in one of hsr most
beautiful feasts. Tbe sun ol America
shines on our mountains and valleys
this day of July, 1898 It is a day of
glorious remembrance for each son of
this beloved isle, because lor the first
time there waves over us for the first
time the flag of stars, planted in the
name of the government of the United
States of America by tbe major general
of tbe American army, Senor Miles.
“Porto Ricans, we are, by the mirac
. ulous intervention )f the God of the
just, given back to the bosom of moth
er America, io whose waters nature
, placed us as people of America. To her
we are given back in tbe name of her
government by General Miles, and we
must send our most expressive saluta
tion of generous affection through our
conduct toward tbe valiant troops,
represented by distinguished officers
and commanded by the iifawtrious
General Miles.
“Citixens, long live the government
of tbe United States of America! Hail
to their valiant ttoopsl Hail Porto
Rico, always American.
“Yauco, Porto Rico, United States of
America.”
The mayor of Ponce has called upon
all the residents of that place to exer
cise calmness and circumspection un
der the new and desirable conditions.
He also urges forbearance toward
conquered enemies. Much enthusiasm
is everywhere manifested at tbe sight
of tbe stare and stripes.

Westmoreland.
How dark the night of life without the
light of Revelation; and how gloomy the
“valley and shadow of death” without the
presence of the blessed Savior. With that
light and presence how all is changed!
And though our spirits are chastened, our
hearts do rejoice.
Our Birdie has flown through the night
and through the dark valley Without real
izing the darkness or gloom. The light of
a Savior’s love-led the way to the shining
portals beyond where all is light, peace and
happiness forevermore.
Oh! how cheerless and dark the world
seems to the stricken family which waa a
little while ago so fell of sunshine. You
have buried the beautifel casket beneath
the sod, but the precious jewel it contained
is beaming brightly in the coronal of God.
And when those who loved her and
those whom she loved near the “river of
death,” may they be cheered by the same
blessed presence that sustained her, and
their eyes be fixed on the beautiful shore
where our Bird has winged her flight and
stands on the shores of the New Jeru salern
waving a welcome home.
Therefore be it reeolved, first, That in
the deato of Bird our school has lost one
its moss faithful and studious members.
Second, That we bow in humble sub
mission to the will of Him who doethall
things well, and that we labor more earn
estly in the glorious cause.
Third, That we, in behalf of the Sabbath
school, express out sympathies to the be
reaved family by tendering them a copy of
these resolutions, and that a copy be
placed on the Sabbath school record,
