Yellow Fever Threatens to Annihilate
American Troops.—Ninety Per
Cent Now 111.
Washington, Aug. 4.—The situa
tion in Santiago is becoming deeper*
ate, and the American army must be
moved, or it will perish.
A meeting was held yesterday at
Geo. Shafter’s headquarters, and in
the presence of every commanding
and medical officer of the Fifth army
corps, Geo. Shafter read a cable mes
sage from Secretary Alger, ordering
him, al the recommendation of Sur
geon Generat Sternberg, to move the
army into the interior, to San Luis,
where it is healthier.
, As a result of the conference Gen.
Shafter will insist upon the"immediate
withdrawal of the army north within
two weeks.
It was the opinion of all the officers
present that the removal of the troops
to another point on the island was im
practicable and would not lessen the
ravages of disease. An address, signed
by all the officers, was sent to Gen-
Shafter, which was as follows:
“We, the undersigned officers, com*
manding various brigades, divisions,
etc., of the army of occupation in Cu
ba, are of the unanimous opinion that
this army should be at once taken out
of the island of Cuba and sent to some
point on the northern seacoast of the
United Stales; that It can be done
without any danger to tbe people of
the United States; that yellow fever
in the army at present is not epidem*
ic, but there are only a few sporadic
cases; but that the army is disabled
by malarial fever to the extent that its
efficiency is destroyed and that it is in
a condition to be practically destroyed
by an epidemic of yellow fever which
is sure to come in the near future.
"We know from tbe reports of com*
potent officers and from personal ob
servation that tbe army is unable to
move into the interior and that there
are no facilities for such a move, if at
tempted, and that it could not be at*
tempted until too late. Moreover, the
best medical authorities of the island
say that with our present equipment
we conld not live in the interior dur
ing tbe rainy season without losses
from malarial fever,which is almost as
deadly as yellow fever.
"Thia army must be moved at once
or perish. As the army can be safely
moved now tbe persons responsible for
preventing such a move will be re
sponsible for the unnecessary loss of
many thousand lives.
“Our opinions are the result of care
fol personal observation, and they are
also based on the unanimous opinion
of our medical officers with the army,
who understand the situation abso
lutely.”
General Ames has sent tbe follow
ing cable message to Washington!
“Tbe Hon. Charles H Allen, A seis’’
tant Secretary of Navy : This army
is incapable, because of sickness, from
marching anywhere to the transports.
If it is ever to return to the United
States, it must do so at once.”

SPAIN’S REPLY IS READY.
She Will Accept the Terms Offered by
President McKinley.
Washington, Aug. 4—The United
Slates government is now waiting (o
bear from Spain and thia time it is
expected the answer will be final.
Firmly, but courteously, tbe president
has declined the earnest appeal of the
French ambassador to modify tbe
United Stales’ demands, except in
slight and comparatively unimportant
respects.
There is no doubt that the peace
negotiations are progressing to tbe
entire satisfaction of the president and
tbe members of the cabinet A state
ment to that effect was made today by
a high official of tbe administration
who stated that within a very short
time there would be a complete cessa
tion of hostilities,
A long conference between tbe pres
ident and Secretaries Day and Long
was held this forenoon. Secretary
Day, when be joined the president
after tbe latter bad been' conferring
with tbe secretary of the navy for
three-quarters of an hour, looked worn
and fatigued as a sequence to a night
of conference with the French am
bassador,
They were together going over tbe 1
peace propositions and it was 1 o’clock
this morning before the conference
ended. Secretary Day, it may be said,
has full confidence that there will be
little serious delay and bickering over
the closing of the details of peace.
A fortnight ago he not so confi
dent, being disposed to fear Spanish
procrastination and haggling over de
tails. Today be expressed the opinion
personally that be believed there was
no longer danger on that score and
said that policy seemed to have been
abandoned under tbe stress of circum
stances
The conference yesterday afternoon 1
at the white bouse, io which tbe pres
ident, M. Calnbon and Secretary Day
participated, was devoted almost en- 1
tirely to a discussion of details which
are regarded by tbe president as un
important, and hence tbe requests of
tbe French Ambassador, for tbe most 1
part, will be acceded to.

Once on a trip down the lakes I met a
clergyman who, as we passed a point
of land some miles before entering tbe
narrowing of tbe lake at the Soo,
pointed out tbe place where the ill
fated Algoma went down on tbe reef
some eight years and as be look
ed he said, slowly: “I wss at tbe
funeral of one man who went down
with her, and tbe only reason bis
body is not at tbe bottom today with
the other thirty eight that were lost is
because it was caught in the timbers
of tbeyessel and could not sink ”

ATTITUDE TOWARD INSURGENTS
United States Has a Difficult Problem
in the Philippines.
Washington, August 4—An inter
esting question and one of vital im
portance to tbe administration is tbe
attitude that is assumed by tbe Uni
ted Slates toward tbe Philippine in
eurgents in the event we reach an
agreement with Spain II is stipula
ted in cur peace terms that the Uni
ted States military forces shall occu
py and establish a military form of
government over tbe city of Manila
and the bay, with the surrounding
territory.
This involves and immediate sur*
render of the Spanish forces, not to
Aguinaldo, but to General Merritt,and
there is some apprehension that tbe
insurgents will resent this very bitter
ly and that it will be necessary to
expel them forcibly from the tenitory
desired.
Beyond tbit, it is said in some quar
ters that pending the decision of the
peace commissions as to the future of
the Philippines, the United States will
be tdorally bound to maintain tbe
statu quo in the islands at large. In
other words, having deprived Spain of
the means of resisting the onslaughts
of the insurgents, it has been urged
that tbe United States would be bound
to prevent tbe latter from continuing
their warfare.
There is a lack of information in
Washington in many important pointe
as to the conditions in tbe Philippines.
For instance, it is not known, even
approximately, how extensive the rev
olutionary movement has been through
the vast group of 1,200 islands and
among tbe large population, estimated
to aggregate between 8,000,000 and
15,000,000. If the revolutionary move
ment is general and extends to very
many of tbe islands the task present
ed to tbe United States military and
naval authorities will bo one of great
magnitude in the event that it is de
cided to be incumbent upon us not to
restore Spanish sovereignty where it
has been lost, but to prevent its over
throw in sections where it is supreme
and to prevent excesses and outrages
at tbe bauds of the insurgents.
Favorable Features.
The men who are devoting a good
deal of time and attention to business
during this summer season are apt to
show signs of impatience at tbe very
leisurely manner in which the im
provement in trade is progressing.
Here we are, a nation flushed with
victory, with every evidence of a peace
ahead of us within a brief period
which shall redound to the credit of
our arms and to our ultimate com
mercial advantage Money is plenti
ful, rates of interest low, crops prom
ising and labor employed All the
conditions are here, and, what seems
to nearly every one, the full result of
them is yet apparently afar off. All
authorities concur io the belief that
the martial, industrial and commercial
features of tbe situation are in a high
ly satisfactory state. The only ques
tion is, what length t ' rna must
ensue before tbe tide will be rushing

Biennial Session Favored-
A few days ago ex Senator Hill, of
New Yoflr, was asked what pledges it
was necessary for the democratic par
ty to make in order to carry the state
next fall. He mentioned several,
among them. this one, namely, an
amendment to the constitution pro
viding for biennial sebsions of the leg
islature. In the course of his talk, he
said that biennial sessions would con
tribute greatly towards a reduction of
public expenses. Iu bis opinion, the.
people-are getting very tired of tbe ex
travagance displayed in public affaire.
There is no doubt that Senator Hill
is right about this. The people are
tired. The evidence that they are is
found in tbe difficulty which the old
partieyrhave in keeping their members
from deserting to new parties, which
promise reform in tbe line of econo
my ■
* Col. Candler, the gubernatorial can
didate of the Democratic' party iu this
state ought to use bis influence io
favor of biennial sessions. It is not
improbable that he will do so. And
bis party ought to give him a very
hearty support. Unless economy is
introduced in administering tbe state’s
affairs there is going to crop out a
great deal of dissatisfaction in tbe
ranks of the Democratic party of the
state. There is no doubt that biennial
sessions would be beneficial in many
ways. Not only would money be
saved, but a vast amount of useless
legislation would be prevented.—Sa
