ing regiments were today ordered to
be mastered out of the service:

at Chickamauga, and the Third Mis*
sorui, now at Middletown, Penn., will
go to Jefferson Barracks, Mo. Tbe
159th Indiana, now at Middletown,
will go to Indianapolis. Tbe Eighth
New York, now at Chickamauga, will

Governor Tanner, of Illinois, was at
tbe war department today, and as a
1 result of a talk with him Adjutant

ter out tbe First, Fifth and Seventh
, Illinois. The governor says that mat
ters are preceding very satisfactorily
between the state and the government
for tbe settlement of tbe state's claims
for expenses incurred in organizing
Volunteers for tbe war.
The department has by tbe order of
the president directed tbal all volun
teer regiments that took part in tbe
Santiago campaigh shall be allowed
sixty days furlough and tbe men can
go to their home for that time.
The effect of thie will be to delay
tbe mastering out of tbe regiments,
because tbe men have been given
sixty days' leave and can go home at
once. It ia therefore not likely that
any of tbe volunteer regiments who
were in Cuba will be included in the
lists of regiments to be mustered out
at once.
1 Tbe Philippine Islands commission
in Europe has addressed a letter to
Preeident McKinley regarding tbe
I appeals made to him by high Roman
1 Catholic ecclesiastics in America to
protect tbe religious orders in the
islands. Tbe expulsion of the friars,
tbe commission contends, is "a neces
sary antecedent to moral sanitation.”
The letter names particularly the
archbishop of Manila and tbe biebops
of Nueva Covia and Nueva Caaeree,
"whose acts of hostility against both
natives and Americans and against
the Jesuits and other respected relig
ious institutions are condemned by
every one."
The commission urges Preeident
McKinley to “aid tbe Filipinos to sup
press the immorality of the diabolical
institutions fostered by these monks
and the letter concludes as follows:
"Your name can never be associated
with that of the friars; and the sense
of right of the noble nation at whose
head you are placed will never permit
the ever victorious and humanitarian
stars and stripes to protect them.”

MOCRACY.
He Reviews ths Record of Democracy
in Georgia-State Finances
Ably Discussed.
Dublin, Ga , Aug. 27.—Special
Governor Atkinson opened tbe cam
paign Io South Georgia today at this
place, in the grandest speech of bis
life. He was greeted by an audience
of several hundred people, who were
electrified by bis eloquence and con
vinced by bis logic. He opened his
address with the following tribute to
the democratic party:
My Fellow Countrymen: In obedi
ence to tbe request of tbe State Demo
cratic Executive Committee I come to
speak to you in the interest of the
Democratic party of Georgia. In tbe
performance of this pleasant task I
shall not endeavor to cast a shadow
over the history of Georgia Democracy,
nor defame the name dr sully tbe
honor of my State by declining to
champion tbe history of my party, or
failing to do justice to her splendid
achievements since the people have
entrusted to her keeping the care and
destiny of tbe. State.
Tbe Bute Democracy has been hon
orable in its career, splendid in its
achievements, and is today as worthy
the. confidence of tbe people as at any
lira* in its history. This proposition
I stand ready to maintain against the
carping of all critics, I care not from
whence they come. I am frank to
confess to you that if, during the quar
ter of a centuzy we have been in power
under tbe administrations of Governors
Smith, Colquitt, Stephens, Boynton,
McDaniel, Gordon, Northen and my
self, each of which has been solemnly
indorsed by Democratic State Conven
tions, the party has been corrupt,
extravagant and incapable, the time
has come when it should be driven
from power, and the future of our
State entrusted to other hands.
I come not to condemn nor apolo
gize for the history of my party, but
as its advocate and defender, to declare
to you that all Georgians should boast
of its achievements and be proud of
its record. Every man on tbe Demo
cratic ticket for Governor and State
House Officers has been for years in
fluential in tbe councils of tbe party,
and a prominent official in tbe admin
istrative or legislative department of
the sta;e. Tbe nominees .'or tbe Leg
islature and county officers are men of
recognized worth; many of whom have
been prominent in party councils in
their respective localities. If the party
has been dishonest in its methods,
corrupt in its practices, and inefficient
in its management of tbe affairs of tbe
state, these men are to blame, and
deserve defeat in the approaching
election. On the other hand, if the
party has proven itself y honest and
capable, every candidate it has put
forward should be elected. I assert
and am prepared to maintain the
proposition, that tbe Democratic party
has honestly and faithfully discharged
its obligations, and that by reason
thereof it is worthy to succeed in the
approaching election.
In regard to the question of state
tax rate which is receiving so much
attention from the press at this time,
Governor Atkinson said:
COMPARE GEORGIA WITH OTHER STATES.
No human government is ideal or
perfect; but permit me to compare
Georgia with other states in the mat
ter of taxation.
Excluding educational and pension
appropriations from all the states, and
confining ths estimate to the expenses
for all other purposes, and, in estimat
ing Georgia’s, including the raising of
the one hundred thousand sinking
fund, what would be the comparative
tax rate? Based on Georgia’s taxable
property and appropriations in 1898,

Can any state io tbe Union surpass
this showing? If so I congratulate it.
If tbe Populists endeaver to hold out
the hope of lower taxes on present
tax values, you can never realiza that
hope unless they reduce the appropri
ations for schools or pensions, or both.
In addition to being proper expendi
tures for the slate, it is pleasing to
note that the total of these sums,
amounting to two thirds of the spate's
revenue is sent back to the counties
and put in circulation among the peo
ple. Tbe Democratic party will never
strike a blow at either of these, and
common honesty requires me to tell
you so. In tbe expenditures for tbe
maintenance of the ordinary depart
ment ®l government and the support
of our public institutions, if it be
possible to make any reduction at all,
it will be so small an amount that in
making the levy it cannot effect the
tax rate.
HOW TO REDUCE THS TAX RATS.
There is away other than by taxing
inheritance in which the tax rate can
be materially reduced, and I have re*
peatedly urged the General Assembly
to adopt it, but to no avail.
In 1892 tax values were fixed, not
by tbe tax payer who hat a direct in
terest in omitting to give in property
or placing tbe lowest possible value
upon it, and thus burdening bis
neighbor with a part of tbe taxes
which be should pay. bnt fixed by a
Board of disinterested Tax Assessors;
the tax values increased from $444,-
000,000 in 1891 to $468,000,000 in
1892. This act was repealed in the
fall of 1892. The next year there was
a decrease of $11,000,000 in return of
- property and dow after a con
stant decline it is $54,000,000 less than
in 1892 when valued by tax assessors.
If so much good was accomplished in
pne year, with tbe experience of this
effort tax values ere now would have
been equalized and largely increased,
and vast amounts of property, real
and personal, which now escapes tax-'
ation would be bearing its share of
the common burden.
When laws are enacted devising tbe
means to place all taxable property on
the tax-books at a fair valuation, tbe
assessed value of the property in
tbe state will largely increase, the tax
rate will be lowered and all citizens
will pay their just share of the bur
dens of state government—no more
and no less. I commend this sugges
tion to honest men of all parties.
It is not the purpose of your corres
pondent to give a synopsis of tbe
speech, which would fill several col
umns, and we quote only bis utter
ances on tbe question of taxation. In
bis speech tbe Governor touched upon
all questions of public interest, and
bandied them in a masterly manner.
It was tbs effort of his life, and tbe
ovation be received at its conulusion
was a compliment even to our chief
executive.
