Sentiment teems to increase in the
south in favor of national quarantine.
This is a sign of the times. It indicates
that the days of yellow foyer frights,
when towns throw themselvss into a
state of eoige and exclude the whole,
outside world from the borders with
shotguns, are passing. It is recognised
now that yellow fever can be suppress
ed by confining it rigidly to tbe place
of its origin. The New Orleans city
council has declared officially in favor
of turning quarantine over to the na«
tional government, end public opinion
seems to indorse tbe course of tbe
council. National, instead of local,
quarantine would both be more effi
cient in confining yellow fever to tbe
place where it is discovered and re
move the annoyance to trade and trav
el caused by unnecessary quarantine
by historical communities. If the gov
errmeut can attend to yellow fever in
Cuba, H can attend to it in Louisiana.

How does this happen? Mr. Banks paid all the premiums m cash, ana
he did this for fifty-iour years. He did not utilise any portion of the divi
dends in payment of premiums, but permitted the Company to invest these

paid for the insurance. ' ,
Mr. Mark Banks was the treasurer and cashier of the Greenwich Savings
Bank, and died at the good old age of ninety-four. He appreciated the
power of compound interest, and his wisdom is exemplified by the result 01
his method of investment —a result that has never been equalled by a policy
holder in any other company in the world.
