The appeal case of J. T. Alexander
was taken up,, and after hearingihe
evidence the defendant was adjudged
guilty, and sentenced to ten days labor
on the street, the same to be commuted
upon payment pf tlO and coat of eult.

The building committee submitted the
following report:
REPORT or THE BUILDING COMMITTER.

Yonr bundles committee would respect
fully inbuilt the following report, covering
tbelr transaction, from tb. panage or the
resolution authorizing them to purchase tbe
sites, place the bonda. and to bare tbe build*
Ings erected, np to the present date.
At tbe regular meeting of the mayor and
ell y eonnoll on the sot h day of Deuembnr 1880,
tbe following resolution, introduced by
Alderman Mathews, a as adopted:
“Resolved. That a committee el three, to-
wit, J. B. Felder, mayor, as chairman, P. H.
Williams and J. A. Cobb, be appointed by
this body, for the purpose of purcboslng suit
able grounds for a public school building
and a site for a city ball, and also to superin
tend tbe plansand construct ton of said build
ings, and to negotiate for the sale of said
bonds to be tuned for said purpose and to do
everything that ts necessary for tbe speedv
completion of said work. That tbe sites of
said buildings, wben selected by said com
mlttee as well as tbe price of lbesame.be
submitted to this body for their ratification,
at well es the price at wblob said bonds are
offered. That the said committee be autb •
rlied to employ a competent architect to for
mulate plans and specifications for said
buildings, and that wben said buildings are
completed, that said committee be paid for
their services such sums as this body may In

education la bereby requested to appoint a

Acting under the above authority, ear'y lu

carry out the work.
Suitable sites were seleoed and purchased,
bonds luued and placed; wblob transactions
were duly submitted to and ratified by your
body.'
Referring to the sale of tbe bonds for tbe
public buildings, we would report thatlt'was
through His Honor, Mayor Felder, who was
then chairman of this committee, that tbey

THE PUBLIC SCHOOL BUILDING,
The site secured for this building was tbe
splendid property on the comer of Jackson
and College streets, known as tbe F. M. F.
College. Tbs prlnpoldfor It to the Masonic
fraternity was 13,500. G. L. Norrman, Esq.,
of Atlanta, Ga., was employed as arebltect,
and furnished tbe plans, drawings and apeo-
Ifleatlons, and aoperintended the erection of
tbe bnlldlng for 5 per oent of tbe amount of
tbe contract.
The grounds having been! purchased and
plana agreed upon, bids for the building were
duly advertised for. Tbe bid of Mr. James
Smith of Sparta, Ga., waa considered tbe
beet; and tbe contract woe awarded him at
812.275. We herewith submit tbe contract for
tee waefbrtunfte In securing t'e handsome
lot formerly oqcupted-by- the Slrrlne Car
riage Manufactory. The price paid was
15.000. G. L. Norrman, or Atlanta, was em
ployed as architect at the same rates as on
the school building, vis: 5 par centre! tbe

In conclusion, you committee would state
that tbey have faithfully eudeavered to per
form tbe work assigned them. Wo recog'

have done the best we could. We felt It to
be onr duty to give to tbe chy tbe very best
buildings possible with the limited amount
of funds placed at our ul-posal. Having in
view tbe fact that public edifices should be
of permanent and substantial character, and
should not be built for a day, we contracted
for tbe buildings alone to tbe full limit of the
funds on hand, believing this course to be
for the beat Interest of the'clty.

When Mayor Felder oailed Alderman
Bivins to the chair and moved that the
report be received and spread upon the
minutes. Motion put and carried
A motion by Mayor Felder to refer tbe
report of the building committee to tbe
finance committee was carried.

Engineer Eldridge submitted report
as to grade of Lee street from Lamar to
Forsyth streets, with estimated oost of
grading same; and on motion tbe report
was referred to tbe finance committee.
The street committee submitted ad
verse report upon the petition of Mrs.
Davis, which was received and adopted.
The bnlldlng committee to whom was
refered the petition of Amerlou* Light
Infantry submitted the following report
whieh was rooeived and’adopted:

Light Infantry be allowed ibe use of tbe ball
temporarily, until the chairs and furniture

The question of getting aside a certain
portion of Oak Grove cemetery .was re
ferred tocemetery committee with ln<
(tractions to report at next meeting.
Tbe street committee was granted
farther time on the Montgomery and
Sebnmpert building.
The question ot speolal tax on bro
ker* waa referred to finance committee.
Alderman Bivins was excused and re
tired.
On motion of Alderman Davenport
Vigilance fire company waa allowed to
use the plug at corner Lee mid Jeffer
son street during hoars of practice.
Complaint as to the waste of water by
parties throughout tbe city woe referred
to the water commissioners, with re
quest that tbey give the matter their
prompt attention.
The following resolution by Alderman
Davenport was adopted:
Resolved, That Wide-awake and T.
Wheatley fire compant is occupy tbe two
looms In tbe city hull as may be designated
by tbe city council, aud that Phillips' ball be
rented for the usa of ibe coloied II a com
panies.
The question of using the fire hose for
Hushing manholes waa referred to chief
of fire department.
The matter of opening bids for Iron
cages in guard house was referred to
finance committee.
A communication from Geo. If. Seig,
secretary Southwest Georgia Manufac
turing Company In regard to aiaasament
of property wa* referred to city board of
assessors.
Marshall Lingo reported that he bad
in accordance with Instructions from the
mayor and council, employed Clarence
Ratter as impounding officer at a salary
of $23 per month.
Application of T. J. Mitchell for retail
liquor license for twelve months, dating
from October 1, waa granted npon ap
pllcant complying with ordinance.
Petition of Wm. M.'Hart for transfer
of market Realise to Henry Daniel and
Chas. Marshall, was granted.
