HIS FINAL MESSAGE.
Governor Candler's Anal message to
the legislature has been delivered to
that body and with it his administra
tion was practically drawn to a close,
Tour years in the gubernatorial chair
may be expected to give an observing
man a pretty dear insight into the
Hairs of the state and the message in
.Unites that the retiring governor
has not misused the opportunity of
fered him to fully acquaint himself
with the needs of the state. The mes
sage is full of salient points clearly
defined and breathes a spirit of true
patriotism and devotion to the inter
ests entrusted in his hands when he
assumed the office..*
The financial status of the state is
dearly and fully explained and atten
tion is directed with pardonable
pride to the reduction in state taxes
from 80.21 to 80.80 per $1,000 which
lias been accomplished during his
administration.
He does not hesitate to say plainly
that still further reductions, even in
the face of increasing appropriations
for schools and pensions, would be
possible under executed fairness in
the assessment of properties and the
requirement of full tax payments from
many persons and corporations that
now manage to ovoid their full legal
responsibilities to the state.
The pnblio will find muoh of interest
in the timely comments on the condi
tions existing in the county convict
camps where misdemeanors ore pun
ished and the attention is called to. il
legal county chain gangs, That such
institutions exist will be a surprise to
many people and the legislature can
not fail to investigate the matter and
let the people know all the facts.
The attention of the assembly is call
ed to the revision of the state consti
tution and a convention for this pur
pose is recommended. The message
is full of matters of interest and will
be read with a marked degree of inter
est.
The administration of Governor
Candler has been vigorous and he has
not always had the unanimous induce
ment of the stato in many of his official
acts but he has been frank and outspok
en on all occasions and he has a strong
following ,who are devoted to his in
terests.
GOVERNOR JOSEPH M TERRELL.
Our newly elected Governor assum
ed the duties of his office Saturday
and the entire State has every feeling
that his administration will be n suc
cessful one and mr iked by ability and
conservatism. Governor Terrell goes
into office with a united state back of
him and there is no doubt that he will
ever display the strong and character-
tic good sense that has marked his
career since his entrance into public
life. He has never been a man to hes
itate in performance of duty and he
will meet every public question frankly
and without hesitation. Gov. Terrell
is not an extremist in any sense of the
term and lie may be expected to give
a patient and careful study to every
matter of vital importance that may
^rise in his official life. He has a long
and successful career behind him, his
fnture is sure to be crowned with suc
cess, Theofflceof Governor is no sin-
eenre but Gov. Terrell has the physical
and mental balance that are needed in
this office and he has tho quality of
getting very near to the hearts of the
people. He has no pomposity on
bluster and the humblest applicant for
his notice will receive the same patient
healing and consideration as the most
powerful politician in this State.

THE COMING ELECTION.
Do not let the fact that there is no
opposition to the Democratic nominee
for congress keep yon away from the
polls next Tuesday, Nov. 4th. Give
Mr. Lewis a full vote and It is always a
good plan for a political party to poll a
strong vote. The vote may be needed.
Indifference on the part of the Demo
crats should not be encouraged. Some
of the dangers of small vote and a lack
of party pride are pointed out in the
following editorial taken from The Sa
vannah News:
“The election for congressmen takes
place 2 Tuesday, November 4, and
while in this state there is no opposi
tion to any of the Democratic nomi
nees, it will be well for every Demo
crat to cast his ballot. There should
be a arge vote so that in the event
some Republican or other candidate
pops up in opposition at the last mo
ment, he will not have a chance to be
counted in by a possible Republican
house of representatives, if the Repub-
l'cau majority in the house should be
slim and the bosses desired to
strengthen it. But however this may
be, it is due to the best interests of
the country that the Democracy should
show that it is not falling off in
strength in the South."
It is important to the cause of Dem
ocracy that a very large vote should be
cast at the coming election. The effect
will be to encourage our congressmen
in their battle against the Republican
power. Let all Democratic voters re
solve to let nothing keep them from
casting their ballots at this national
election. *
THE STATE UNIVERSITY,
THE JORDAN BILL.
Every dollar expended by the state
support of its educational institu
tions is money well spent, but the ef
fort to provide for too many institu
tions under state support is most un
wise. No additional colleges are
needed as'the University and its bran
ches are fully equal to the demand for
institutions of the higher branches
and the legislature should see that its
needs are complied with, and when
that is done the causo of higher edu
ction will not suffer. The University
ind its branches under the able direc
(ion of Chancellor Hill are prospering
and the increasing attendance shows
the confidence and satisfaction of the
people and the development of tho
University idea is most gratifying.
The antagonism on the part of the sec
tarian colleges is disappearing and it is
quite proper that it should as there ex
ists no. real cause for it and each in
stitution has its own mission to fulfill
and each is valuable in its own partic
ular field and there is no necessity for
conflict. In accomplishing this and
bringing about the present state of
good feeling no influence has been
more powerful than that exercised by
Chancellor Hill. He is the proper
man for the position he holds and"ue
has the confidence and hearty support
of the entire state. In making an es
timate of work of the chancellor, the
the improvement in the morale and
loyalty of the student body to the in-
stiution must not be ignored.
Condition of Jay Cooke.
Put-In-Bay, O., Oct. 2S.—The condl-

able to ait up and take some nourish
ment. Notwithstanding the advanc

his physicians to show wonderful vi

Douglas, Ga., Oct. 25.—An extensive
ly advertised sale of town lots here
came off yesterday. While the crowd
in attendance was not as large as ex
pected, the bidding was spirited and

The proposed bill of Hon. Harvie
Jordan to establish an Agricultural
High School at Griffin would simply
pnt au extra expense on the State. In
tho first place it is not needed, for
everything it could possibly accom
plish can be accomplished in this city
by the efforts of the State College of
Agriculture and Mechanic Arts. In
the next place to take 810,000 a year
from the fees on fertilizers simply de
creases the common school fund by
that much. It might be all right if
such an institution were needed, but
the State College, already well estab
lished, can do all.tbat is necessary in

State needs no additional school
that will interfere with the
valuable work being done in the
State College of Agriculture and Me
chanic Arts,- and the money appropri
ated for this institution is well spent.

Negro Murderer Hanged.
Wheeling. W. Va., Oct. 25.—State
Henry was hanged at 6:39 p. m. In
the death chamber at the penitentiary
at Moundsvllle. The crime for which
he was executed was the murder of
John Richardson, a negro, la a mining
camp row in Wetzel county, Oob 19,
1900.
