Americas holders of statp, county or
oity bonds, securities heretofore non-
taxablc, will bo deeply concerned at an
opinion jast rendered by Attorney
General Boykin Wright, at tbe in
stance of Comptroller Genoral W. A,
Wright, to the efieot that all each se
curities aro taxable property.
Ho bases bis opinion on tbo section
of tbe Constitution which sayB that all
property is laxaolo with the .exooptica
of such as is specifically exempted by
law.
Neither state, oonnty nor manloipal
bonds havo ever been exempted br
epooifio law, and until saoh a law to
passed the Attorney General deolaree
inch bonds are taxable, and taxes will,
therefore, bo collected thereon. *
It is said the Supreme Court of the
United States, as well as of several
states, has held that no state can pnt a
tax npon its own credit. Comptroller
General Wright will refer the matter to
tho General Assembly and It ie. stated
that Senator P. J. Sullivan will intro
duce a bill In tbe Senate either today
or tomorrow to exempt all snoh bonds
from taxation.
Should these bonds be held snbjeot
to a tax in Georgia, it would be praoti-
oally imposiible lo dispose of them in
this state.
