Of that the Times-Recorder has no'doubt. We feel assured that th
public also appreciates this fact and_whatever criticisms are made 01
the existing methods qf working the convicts do not arise from any
personal antagonisms to the Commissioners or lack of faith in theii
ability.
Sumter is passing through an exoerience such as many ,othei
counties have gone through. A system that may have been adequatt
twenty years ago does not necessarily apply properly to existing con
ditions. It has been only a short time, we believe, that the convictf
have been used, as they are being used today, in the building np of th.
connty road system. The results'of their work are seen in a con
siderable milage of well constructed and well kept highways Nt
one seems to question the wisdom of keeping th. m at this ’ class
work, provided they are properly and economically handled. The
criticisms that are heard are not criticisms of the work on which they
arelengaged, but criticisms of what seem to be loose methods of man
agement, resulting in serious disorganization and loss to the taxpayers
ofSumter.

There is no work that the convicts can be put to,and kept at, that
will redound more to the advantage of all the citizens of Sumter than
that of improving the public roads. Farmers and city people alike
reap a harvest of satisfaction from every piece of road that is put
good shape for driving. The public interests demand that this work
continue until every read in the connty is in good shape.
S' But the convicts should be so handled that fall value will be ob
tained from their services and from the heavy expenditures that the
taxpayers are put to on this work. If only one mile of road is improved
where two should be with the force and money used then the taxpayers
have a right tQ criticise and insist that reforms be introduced that
will ensure better results.
The County Commissioners are the agents of the pnblic, their
servants entrusted with the management of the business of the connty
for four years. We have not the slightest doubt that each of these
five gentlemen feels that he occupies a position of public trust, and
that each of them is desirous to execute that trust in snch a manner
that the pnblic will feel that his duty has been well done and that

is worthy of its commendation. The Commissioners are citizens of
standing and high character and they naturally wish to establish an
excellent recoid for themselves and receive the enconrinms of their
friends and neighbors. We feel sure that the steps they may take
will all be to the end that the public’s interests shall be advanced and
a repetition of the unfortunate incidents of the past few months he
avoided.
There is no doubt, though, that, the County Comissioners as an
official body would establish themselves more firmly in the tonfldence
of the'public if it were taken more into thyir eonfidence through the
medium of monthly reports, such as suggested in the Times-Iiecorder
yesterday. The pnblic foots the bills, and the public naturally would
like.to know what the bills are and k what the frui's of the bills are.
A statement every month, in detail, giving this Information, wonld

bring the pnblic and its official servants, the Commissioners, into
closer union, It is certainly to be hoped that the Board will see its way
to follow the example set in others counties and by.a system of reports
enable the taxpayers to follow the expenditures and the work and
know for themselves what is accomplished and what it is costing.
There is nothing productive of so much good in a democratic commun
ity as an absolute understanding on the part of the people of what
their .epresentatives are doing. Let ns have snch an understanding
in Snmter county. Let all pull together for the good of Sumter. That
should be the spirit animating both the officials and the public, both
the critics and those criticised.
Sumter must never let up on its good road work. There is r o
better work that the convicts can be put to. Under the management
of a competent county superintendent the convicts can make^rapid
progress, cruel treatment can be avoided, expenses can be held down
to a minimum and the public can be easily satisfied. The] Times'
Kecorder doesnot believe in any captions criticism of the Commission,
ere. We believe they are desirous of securing the best results possi
ble, that they will rectify the errors of the past as speedily as possible,
that improved methods will be introdneed, and that the results will
speak for themselves.
