will be given its first test early next
week, when the engines will be fired
up and the ponderous machinery put
in motion. The test wil he a thorough
one to the end of ascertaining if ev
erything is in perfect condition prior
to the opening of the compress sea
son. The new plant is iar superior
to the old one destroyed by fire on
February 2nd, and work can be ex
pedited to greater advantage than ever
before. The sheds have been greatly
enlarged, the platforms ppace doubled,
and new tracks laid to facilitate the
handling of cotton trains. Supt. To
bin is looking carefully after all de
tails In the completion of the new
plant, which, when tested next week,

6 The following testimony thereupon
wa3 given the committee.
“S. A, Wooten safd that at the
Sumter county road camp several
men were 111 with venereal diseases,
and at work. He said the sleeping
quarters were crowded, and very
filthy, the bedding being black with
accumulated dirt. As to the men, all
of whom were negroes, he said:
■ They were a dirty, woebegone look
ing set, so far as clothing was con
cerned.
".Mr. Wooten reported he had talk
ed with the overseer, aud in going
among the men heard no complaint as
to treatment. He did not inspect the
warden's or physician's reports.
said several men had on
which had made scars oil their
feet and ankles, they having been
punished in this way for attempting
to escape. He considered tills pun
ishment unusual and excessive.
As to the diseases of the men it
apparently did not incapacitate them
ork. He said he had a weak
stomach, and had let Mr. Hamilton
ake a more detailed investigation.”

The Convicls Well Treated
Every citizen of Sumter knows
that good care and treatment Is ac
corded the convicts here. They are
housed in’ a large and comfortable
building, where good beds are provid
ed and where the convicts have hath
tubs and other conveniences.
The Food given them here to
plentiful, clean and wholesome. Hun
dreds of falimies of like color here
probably have not as good.
One of the witnesses testified that
in going among the convicts here he
heard no complaint at all In regard
to treatment.
And this statement is borne out by
tiie fact that many negroes here, after
having served terms upon the gang,
commit crimes and are sent back al
most Immediately. If the treatment
was harsh this would not be the case,
It would Beem.
A case in point Is that of Will Wlra-
bush, who, quite recently, after serv
ing a long term In the gang and was
released, committed four crimes with
in forty-eight hours thereafter, to
which he pleaded guilty and went
back to his old job.
And he is there to<(ny for a term
of four years. NVlmbush certainly
was not badly treated.

Wear Spikes On Ankles
The point Is made that several of

Such .picks are very generally used
