It Is now considered piobuble that
laorimer may resign III* seat' In the
senate In preference to meeting the
avalanche of protect that is certain
to follow un effort to declare his
election valid. T*.:e Illinois legisla
tive crime 1 which pretended to return
him aroused an almoKt unpurallod
storm of protest the country over,
and many Republican senators, yield
ing to public pressure, are deserting
bis cause. The Democratic mem
hers are almost unanimously opposed
to Mm, the only notable exception
being llalley, of Texas. The cafe
will occupy much of the balance of
the session. I.orltner’s whitewashing
by the senate, un^er existing circum
stances, would be a lasting disgrace
to that body. It Is to he hoped that
the Illinois legislative Infamy will not
be finally ronsumated by senatorial
ratification.

Tlie present membership of ths
House of Representatives will be In
creased from 391 to 433 to give due
representation to those states which
have greatly enlarged In population
alncc the last census. In comparison
with the numerical strength of for
elgu legislative bodies this Is not ex
cessive. The German Reichstag has
897 members, the French Chamber
of Deputies 584 and. the British
» House of Commons r»7n. Hut tbe
basis of representation in those coun- { crucs to the members from holding
needs until well along In the summer
Wwhen $500,OOo amid be borrowed,
and that would suffice until Sept. 1*
wwhen the railroads and puhlicutllity
companies would turn into the treas
ury about $750,000. and that would
meet ull demands until the other tav
ch were paid iir tbe latter purl, ot
December. 9
The only objection that we see to
the organization of the Legislature
on Jan. I and tbe inauguration of tbe
Governor at that time is tua? if a
recess were tuRen after a ten day’s
session until midsummer theje would
be a great deal of time wasted. The
ten day* would be productive • of
practically nothing in the way of
legislation, and after tbe recess li
would take the legislators at least
ten days enure to get down to bus!-
rors. We agree "that *U . would bw
b- ter from many points of view tor
the Legislature to meet for the blit
fifty days* session and the governor
to be Inaugurated at the beginning
ot the year.* and if the* Legislature
could be Induced to take that view
the. state would be the gainer,
order to effect the foregoing changes
Mr. Smith Is willing to give up six
months of his term, so that his suc
cessor may he Inaugurated- on Jon.

The agittitlon of these propositions
at this Ume is a good thing, and it
Is certain to be irroductlve of chang
