Whereas, by tho endorsement of

that the purposes for which this
meeting stood, and for which tho

should bo set forth Iti a declaration of
principles.
Therefore, bo It resolved—
I. That tho Citizens League, forty

SQUARE DEAL, for both rlc!
poor, high and low,—No fuvorit.sm
under the law, but JUSTICE to all.
That In order to meet out exact Jus
tice our City Government should be
administered honestly, economically
and equitably. The Tax rate should
be as low «s possible consistent with
meeting the needs for revenue, and
all property should be assessed alike.
We condemn all Inequalities In as-
aeeaments as rank favoritism, and
pledge ourselfes to an assessment
baaed on value not mi ownership.
We believe that the Street Tax should
be made not to exceed $2.00 per an
num. Returns of property by Tax
fayera should be adjusted only after
a fall hearing and an examination ot
the property.
Resolved II. That this organization
atands for progress. We believe In a
progressive age. and in a progressive
city. No backward .step should be
'taken. Not only should our tax rate
be at low ts possible consistent with
for tho laying of good sidewalks for
the people who wnlk thereon.
Resolved, III. That this organiza
tion stands for a “squure deal” and
for PROGRESS, but It advocates giv
ing overy proper help and encourage
ment to our schools, colleges and oth
or educational institutions. Tho needs
for a ppbllc library !h apparent, and
•tops should be taken to securo one
without delay. All our ellemosynary
institutions should bo fostered and
aided, and especially do wo commend !
the Kings’ Daughters Hospital for its
noble work.
Resolved, IV. That this organiza
tion stands committed to giving all
due encouragement to new onterpris-
es, manufactories, public service cor
porations and those things which 1
n ” °r tho upbuilding of a cify, yet j
to use city property should!
..anted without adfequato compen
sation, in money or service, to the
city or its people. We believe the
time has come for tho city to own its
City Hall, and favor the erection or
purchase of such building as will bo
adequate to the needs of the city for
tho next decado at least, believing
the same to be conducive to oconomy
In public service, and for the better
management of city affairs. A cen
tral City market should be provided
for as early as practicable; also tUej
garbage of the City should be removed
frequently, and cremated or other
wise disposed of so as not to menace
the public health.
This declaration of principles Is put
forth for the purpose of defining the
position of those responsible for the
Citizens League movement, hnd we
heartily Invite all who desire good
government for Waycross, who be
lieve In these principles, who desire
equal rights to all, special privllges
to none, to join with us In carrying
