Philadelphia, Dec. 15.—A nation
wide campaign to keep federal em
ployees out of politics is suggested In
the report of the National UTvil Serv
ice League, which began its annual
conventon here today. The report
says in part.
“We kre about to enter upon, tba,
year of presidential nomination and
election. The federal postmasters,
collectors, etc., the kind of officials
that formed po large a part of Ue
delegations to the republican presiden
tial convention of 1908 anji whose ac
tivities practically ^controlled the bal
ance of the delegates from the sou* fl
ora states, ar.e none of .them under
civil service rules and the presen ••
executive order regarding excessive
political activity is of small practical
value in restraining aueh officers from
undue political activity. We propose
to have an investigation In the activfr
ty of federal officeholders during the
coming campaign.’’
