Wo have reeoived the report
of tin* commit too who visit
ed South Carolina to examine into
the workings of tin* stock law tn
that State, hut as it has been delay
ed—delayed until the question is
virtually settled—we deem its pub
lication unnecessary. Hutliee it to
say that the report of the commit
tee is entirely adverse to the pas
sage of the law. On last Saturday
a large meeting of both landholders
and laborers was held in this
place to discuss the subject, audit
was found that the laborers wore
a unit, and if the landholders were
not so entirely unanimous, such an
overwhelming majority expressed
themselves in opposition to the law
that the question is certainly de
cided in favor of “fence.”
We argued the question from our
stand-point against fence, believing
it to be to the interest of all parties
that the fences should be done
with; but when both the landholders
and laborers are for retaining the
fences with such unanimity, and as
they are the parties alone who are
affected, we bold that they should
be the* power to decide the matter,
and we withdraw all opposition to
the fences. And right here, let us say
that we are authorized to say
that Dr. E. A. Perkins maintains
the same views upon this subject,
and believing it to be his duty as a
righteous legislator to represent the
will of the people, his constituents,
and not his individual views upon
any subject, will oppose the passage
of the stock law before the Legisla
ture with all his power. We have not
the slightest idea that, when the
Legislature comes to understand
the sentiments of the people of
JUirkc county upon this subject,
which they must by a numerously
signed petition which will be before
it, the stock law can possibly be
made a law. To impose a local law
upon a county whose people do not
want it would be a piece of tyranny
which we do not believe the Legis
lature cap be brought to inflict.

CH II ATLANTA I.KTTKH.
Atlanta, Ha., Aug. 2, 1883.
Editor True Citizen:—To write
you a letter this morning, with the
thermometer away up in the nine
ties, that would he of much interest
to you or your readers, would be
next to essaying the impossible.—
The General Assembly is plod
ding along introducing and passing
a countless number of local bills—in
fact there seems to he no end, to tins
matter of local legislation. To such
nil alarming extent has this matter
gone, and will go, that in a few
years it seems to me it will require
county codes. Our Constitution lias
very wisely attempted to cut off or
remedy tins defect in the old Con
stitution, but instead of having the
effect intended, has only dampened
the matter, and increased the time
for its passage.
The great absorbing topic to-day
is the election of Judge Crawford’s
successor on the Supreme bench.—
Eaeli candidate seems confident.
Major Uosinger, of Savannah, in the
early part of the race, had apparent
ly the advantage, but his success
now is in doubt. There was a sense
less and unjust and ungenerous re
port circulated against him, viz:
that lie was a corporation lawyer.
The charge is utterly groundless,
hut I am satisfied it has had a dam
aging effect. He stands in my esti
mation the peer of any legal gentle
man in the State, with a perfect
spotless character. The same can
be said of all the gentlemen in the
race. Cot. Ulnndford,of Columbus,

The 1)111 is now up for considera

passage. In matters local pertain
ing to Burke county: the bill to
make Waynesboro a city will be
introduced on tin 1 next call of coun

is a pretty sweeping one, namely,
“Be it enacted Ac., that from and
after the passage of tlds act,
Waynesboro shall bo a city.” It
will he seen that the Legislature in
tends to do her part and it only re
mains for the citizens to see that it
does not remain so only in name.
