not undertake to say that these charges
were true, but they certainly demanded leg
islative investigation.
bit Simmons, of Sumter, opposed the
resolution from beginning to end. Ho asked
who had charged that tho officials of the Ag
ricultural Department wore unfaithful and
inefficient- He had heard no such charges
until to-day. It was unfair to the depart
ment, as under the rules the gentleman
from Coweta would be ohairman of the com
mittee, end consequently the prosecutor
and the jury in the ease. He ridiculed the
character of these investigations of tho Ag
ricultural Department, lie held np the re
port o£ the investigating committee of 1883,
which cost tho State $5,000 and
I accomplished nothing. The trouble
I with these investigations is that the
committee never, gets tho proper
witness. Tho farmer, not the farmer on
paper, but tho man who drives the plow
ind handles the hoe, nover comos before
the committee. He knows what kind of
onnno he has had to buy, and knows tho
iniquities of tho Agricultural Department,
hut ho CRn’t be there; he is busy at home.
But Judge Henderson will be there and tell
the committee that it is “persecution."
West Murphy will be there. West Mur
phy, who g-'.ve up his interest in the con-
viot lease to acoept the position of inspect
or. Ho will he there to tell of the value of
the department. He thought tho State
could not afford to go into any more such
investigations, and moved to table the reso
lution. The resolution was tabled.
The general lax bill was taken up for the
purpose of considering certain S-.-nato
amendments.
The first amondm-nt to which tho House
disagreed was to section 8. putting the tax
on telegraph and express companies at l.j
per cent, on the gross receipts.

Mr. Gordon, of Chatham, moved to disa
gree to this amendment.
Mr. Candler, of DeKalb, offered an
use- ndmer.t making tho rate for 1887, 2.00
mills, end fer 1888, 2.40 mills.
Mr. Gordon made u strong argument op-
jnsing the Senate amendment and also tho
proposed amendment of the gentleman from
UtKalb.
Mr. Candler made an argument in sup
port of his amendment.
Mr. Jone3, of Hiker, callod for the previ
ous question, but withdrew it by request
Mr. Howell, of Webster, supported tho
motion to riispgtoo to the Senate amend
ment. , ,
Mr. Calvin, of Richmond, followed on the
sauic lino.
Mr. Jones, of Baker, renewed the call for
the previous question, which was sustained.

The motion of Mr. Gordon, that tho

amendment, was agreed to.
Mr. llarper, of Carroll, offered a resolu
tion providing that the auditing committee

gard to any adjourned session.
Mr. Hall, of Bibb, chairman of tho au
dltiiig committee, asked that tho. Houso
give iho committee explicit instructions on
ibis point, os they did not desire to fall
intoerror. They had already audited claims
under advice nnd after the usual custom.
The previous question was called on tho
resolution, and tho resolution voted down.
Tho committee on business for the day
submitted a report Mr. llerucr, of Mon
roe, offered as u substitute that the House
read Senate bills the first, second and third
times, • The committco accepted the sub
stitute. Mr. lluwls, of Effingham, offered
an amendment, including his resolution,
prohibing the Governor from takieg any
further-at- ps under the Technology act un
til the Legislature has acted on the bill re
pealing that aet. Mr. llawls made a speech
explaining the necessity of immediate ac
tion on the resolution. If it is post
poned. when the Legislature cornea
Lack in tho summer, the opponents of
the establi-hmcut of the school will have
their hands tied. There is a very strong
sentiment in the Legislature in favor of the
repeal of the act. In bis section of the
ritate the people are ptroagly in favor of the
repeal. He argued that the school is im
practicable, and that the question should
Le fairly considered in time. He thought it
perfectly competent tor the House to take
up that resolution now.
A message was received from the senate
refusing to reeeds from its amendment to
the tax bill fixing tho general rate at J-4U
mills.
On motion of Mr.. Gordon, the House ad
hered to its positioa. , ,
Mr. Little, of Muscogee, took the floor in
reply to Mr. Rtwls, of Effingham. He i
vie’ ed the history of the bill to establish

pealed in the manner prescribed by the
constitution. He read the items of the aot.
It has been held that the school was im
practicable because only $05,000 was appro
priated. Mr. Little said it was know by the
Legislature that passed the bill, -and the
technological oommi.-sion knew, that the
$05,000 was not sufficient, hut the out pro-
vides that the. school should b3 located at
the place that offered tho greatest induce
ments. It was believed the $05,000 would be
supplemented by the offer of money by the
place seleeted for the location as has in
fact been done. The aet is mandatory and
not permissive.
He differed with the gent'eman from Ef
fingham when he said the people of Geor
gia do not approve tho esta lisbmeut of the
school. Ho snows of no considerable op
position to the school among the people or
in the Legislature. The bill for the repeal
of the act has been before the finance com
mittee, who have reported it back with the
recommendation that it donot pass.
If the bids had been equal the Speaker
would have preferred to have had the
school located differently, but its location
in Atlanta has not in the least changed his
views or feelings in regard to the school.
He thought honor was due Atlanta for her
interestin this important matter.
Ho explained the proposition of Atlanta
which Rives $70,1X10 in money, more than
the State’s appropriation, and a valuable
site, in addition to the annuity. He re
ferred brietly to the advantages and value
of tho institution. He had heard objec

stitute offered by Mr. Berner, of Monroe.

Mr. Felton ucotptcd the amendment,
and the motion was agreed to.
Mr, Gamble, of the investigating oommtt-
tee, offered a resolntion, reciting the valua
ble services to the committee of Stenogra
pher Tigner and aergeant-at-arms; that tho
wotk ot the commitUo is yet incomplete;
and, whereas the time is too limited for the
passage of Rn appropriation bill to pay
them, that tho treasurer bo authorized to
pay the stenographer $150 and the sergeant
at-arms $120 out of the contingent fund, —
account of their services to date.
Mr. Denny, of Fioyd, thought the
amount which tho resolution proposes to
pay tho stenographer is enormous, and be
opposed it. Ha moved to refer the resolu
tion to the finance committee. Mr. Gam
ble replied that the stenographer had taken
300,(XX) words, and under the leg's} rate
was entitled to $15 per day, which wof'ld
make the $450.
Mr. Tate, of Piokena, offered on amend
ment to the resolution providing that the
amounts stated shall be in full for the aer-
vices of the stenographer and sergeant-at-
arms to date.

Sumter, asked if these camps could not be

Mr. Simmon* thought there was no
necessity for authorizing the committee to
