A New York special says:
Robert A. Van Wyck was on the

personal experiences regarding the im¬
morality in the city, and the mayor

rooms there are in the city of New
York,” asked Mr. Moss,

gle one,” was the reply.

Troublous Experience ol the Man Who First
Wore a Stovepipe.
January 15, 1707, was the date tlxed
by Mr. Hetherington for his first ap¬
pearance in public with the new hat,
the silk bat of to-duy. He believed
that in the natural course of events he
would create a sensation, but w-as not
prepared for the commotion which fol-
lowcred. It was with no little trepida¬
tion that, about 11 o’clock in the fore¬
noon. Mr. Hetherington emerged from
his shop in the Strand. His family
advised against it, but he was deter¬
mined. and forth he sallied.
The 6traod, as now. was one of the
busy streets of London. The effect of
his appearance there is thus told In a
Gnzetter of the period:
‘•John Hetherington. haderdasher, of
the Strand, was arraigned before tho
Lord Mayor yesterday on a charge of
breach of the peace and inciting to riot,
and was required to give bond in the
sum of £500. It was in evidence that,
Mr. Hetherington, who is well com
neeted. appeared upon the public high¬
way wearing upon his head what he
called a silk hat (which was offered in
evidence), a tall structure having a
shiny luster, and calculated to frighten
timid people. As a matter of fact, the
officers of the crown stated that sev¬
eral women fainted at the unusual
sight, while children screamed, dogs
yelped, and a young son of Cordwalner
Thomas, who was returning from a
chandler’s shop, was thrown down by
the crowd which had collected, and
had his right arm broken. For these
reasons the defendant was seized by
the guards and taken before the Lord
Mayor. In extenuation of his crime,
defendant claimed that he had not vio¬
lated any law of the kingdom, but
merely exercising a right to appear in
a headdress of his own design—a right
not denied to any Englishman.”—Hat¬

Earliest Type of the Bicycle.
Despite all the claims of the French
and English historians, the honor of
producing the first vehicle of a nature
similar to the modern bicycle belongs
to Germany. Aw r ay back in 1049 a
toymaker in Nuremberg, named Hugo
Hautsch, mode a two-wheeled vehi¬
cle with which a person could propel
himself rapid'y along the roads. Ten
years later these contrivances were in
common use in Nuremberg.
