The bill to provide for the better
security ofLifo and property from
the. danger of petroleum oil Pass

l'he bill to amend tho act to
regulate and restrict the rate of in
terest in this state (allows i:.terost
as high as 12 per cent by con
tract).
The vote on the passsgo of tho
bill was taken by yeas and nays, as
follows: Yeas 89. uays 42. So
the bill passed as it came from
the senate.
Mr, Wright gave notice of a mo
tion to reconsider.
A bill to establish a branch of
Athens University at Hamilton.
Passed,
Senate bill to rogulate the salo
of intoxicating liquors iu this State
outside of any incorporated town,
city or village—also, to provide for
an election In towns or cities on
the question of license or uo li
cense.
The committee on temperance,
offered an amendment submitting
the question to a majority of the
qualified voters, instead of two
ihirds of tile freeholders. Adop
ted.
A bill to prescribe the manner
of each county's determining wheth
er they will have a slock law.
Passed.
A bill to regulate the time of
holding elections for members of
the General Assembly, Passed.
To the Farmers-
Commissioner Henderson has
issued a circular to the farmers of
the state asking thi/1 specimens ot
crops be sent in fur the purpose of

The Senate.
The death of beualor Buruside
will give the democrats a majority
of three on the opening of the sen
ate before the new senator from
Klioda Island and the two New
York senators are Sworn in. Should
all the democratic senators be
j.rcsent and Mr Arthur then be
president of the United States,
there would be nothing to prevent
the democrats electing a president
pro tempore of their own faith be
fore allowing the new rOj üblican
senators to be admitted. Once in
stalled, a democratic president pro
tempore could not be unsealed, as
in a lull senate the republican atnl
democratic vote would be a tie.
Senator Davis of Illinois, who
might vote for a republican for
president pro tempore, would hard
ly vote to unseat a democrat once
chosen.
The cabinet problem puzzles the
wise rneu not a little, Tho presi
dent ha* neither accepted nor de
clined the formal resignations of
the present cabinet, and this cer
tainly means that he intends to ro
o nstruct after awhile. Th e corro
borative evidence of Senator Jon s,
of Nevada, and others, is not need
ed to make plain his intention.
The list of the new cabinet will
throw a flood of light on the situa
tion,
