Japan, clover, white clover, or
chard grass hills gra-s, red clover,
or any kind of grass that stock
will eat—the second field to be
sown in peas, the third in corn, and
the fourth in cotton. The next
move to procure a number of sheep
—four hundred head for hundred
acres—graze them on the grass un
til the peas are ripe, then put them
on the peas, and during the winter
feed them on thu cotton seed
grown on - .ho place. The corres
pondent says this will make the
land rich enough to grow cotton
without manure, and t hat if this
rotation is kept up, smu all the
farms will bo rich, and the profits
off the sheep will pay family ex
penses, or the sheep may be sold
as fat sheep after,l aim ry, and will
pay one hundred per cent tun on
tlm investment. lie declares,
furthermore, that sheep-raising ou
the coltot: plantations would, in
ten years, enrich every acre of
land and every farmer in the south.

What Congress Should Do-

Congress ought now to provide a
standing appropriation of $50,000,-
000 annually in aid of national
education, This money ought to
he appropriate per cupita among
the several states in aid of the
schools. The money appropriated
by congress for this purpose would
he a release to the land in all t.iese
states. The $3,000,000 falling to
the sliare of Illinois would enable
the state to relievo the lands of Il
linois of $3,000,000 now raised
hom them by direct taxation for
educational pu. poses So in other
staies, where nearly tho whole bur
den of taxation falls upon the land,
and where the taxation for schools
is limited because of ttie inability
of the already lax-oppressed lauds
to bear ttie burden. The appro
priation ol this $50,000,000 would
be one of the gr atest of national
blessings. It would be tho begin
ning of school funds in states where
there are now none and where they
are especially needed. The school
system thus endowed with a fund
of $1 per head of the population,
once begun would never cease, but
would grow until made equal to
the educational wants of each com
munity. Let congress now abol
ish the no-long, r needed and yet
burdensome sinking fund, and turn
the momy now suns in that fund
over to the suvei al states to endow
a school system in all parts of the
