The problem of properly working the streets of this city has caused an end-

t > streets.
The question of uainq convicts i.i settled and consequently there is really no
use for further argument on this point. The plan will be somewhat of an ex
periment here, but it is established in many of the leading cities where the best
streets are found. The city gang is an Important adjunct to street*improvemen*
where the practice is in vogue and when once started here it will be continued-
Statistics show that it is an easv matter to guard convicts in the cities and
the percentago of escapes is small compared to those in othtr places where they)
'are not confined. With the facilities provided for this purpose Milledgeville will
no doubt bs able to handle its crowd of fifteen convicts with admirable ease.
The preliminary plans have been made, nothing now remains to be done, but
to get down at the root of the trouble which causes bad streets. In this city there
are twoer’three obstacles to be overcome, one of them being the antiquated so-
called dummy line, but whether these can be surmounted or not yet remans to be
seen.
