lc is a fundamtnUf principle in oar
organic law that “no person shall be
deprived of life, liberty, or property,
except by due process of law,*’ This,
supported by the further constitution-
ul provision, “protection to pen-on and
property is the paramount duty of
government and shall bo impartial and
complete,” should make every citizen
absolutely secure In his rights gu&ran
teed in the Constitution of the State.
These lights 1 have sworn to defend
and so long as I continue in office 1
will exert all the power the law con
fers upon me to secure to every citizen
of the State, of whatever class or con
dition, the enjoyment of ail the rights
given him tinder The law.
Under our peculiar social conditions,
we are liable to many and great crimi
nal charges. I cannot conceive, how-;
ever, of aojr violation of law so out
rageous as to justify setting aside the
authority of the State, in order to find
suitable punishment to meet the euds
of justice. This is especially true
since, by an act of the present genera)
assembly, the- Supreme court is
quired to give speedy hearing and de
termination iu criminal cases, and
to transmit promptly the remft itur to
the clerk of the court from which the
writ of error was taken; and the judge
of said court shall then have full
power, in term or vacation, to pass any
order, sentence or judgment necessary
to carry iu to execution tho judgment
of the court.'. There, can now be no
just complaint against delays in the
law. ’ 7 *'
The-laws of the state are ample for
the protection of"thg people; the courts
are open for conviction, and the Exec
utive stands ready,'at all times, to en
force the judgments iot the courts
against lawlessness and violence of
any and all kidds. The killing of
citizen by a mob is deliberate murder,
and the perpetrators, of the crime
should suffer, at the' hands of the
court?, the proper penalty. Lynching
is brutal, cruel a'ud-barbarous. I now
call upon the people of this state, in
the name of law and order, to respond
promptly to the summons of the of
ficers of the law for tho protection of
citizens whose lives may be threatened
by a mob. We cannot afford, in any
case, however aggravated, to justify
the defiance of the law.
The law provides that the sheriff, in
suppressing a mob, may summon to
his assistance, either in writing or
orally, all the citizens of a neighbor
hood or county. The acts of such
posse shall be subject to the same pro
tection and consequences a3 official
nets.
Tile law further provides: “When
ever any riot, outbreak, tumult, mob
or rout shall occur or be imminent,
uuder such circumstances that timely
application cannot bs made to the
Governor, and action had thereon by
him, the mayor of any city, town or
village in which any of said volunteer
forces are located, it he ascertains,
has good reason to believe that the
ordinary po ss comita v* of civil
power of the county,-city, town
village where such violation of the
laws and pj^ce ol this state occurs or
appears iimuiment, are or would be
unable to promptly suppress the same,
may, without first making application
to t ie Governor, direct the commander
of each company, or part of a com
pany, of said volunteer forces, in the
coun:y. or said city or town or village
where such lawlessness exists or is
threatened, to call out, and report
with his command to such civil officer,
to enforce tho laws and preserve the
peace, and it shall ba the duty of such
commander and all persons composing
such command to obey such order.”
The honor of the State demands that
the law be enforced, and that ail citi
zens be given a fair and impartial trial
before the proper tribunal—the courts
of the State.
On the 18:h day of May, instant,
James Redmond, Bob Addison and
Gus Robinson were securely confined
in the common j-Ul of Habersham
connty, in the custody and under the
protection of the law. They were for
cibly taken frem said jail and hanged*.
These persona were believed • to be
guilty of a murder recently committed
in said county. They had never been
arrainged before any tribunal under
such charge. They were merely cap
tured and hurried to Jill. During
their first night in jail a mob seized
and hanged them.
The citizens of Habereham county
have, in the past, sustained the reputa
tion of being peaceable and law-abid
ing. The Superior Court of the coun
ty is presided over by an incorruptible
and upright Judge. The prosecuting
officer has always been faithful to his
duties and uniformly successful In
bringing offenders to trial and to
punishment. The body of her people,
represented by her juries, has uniform
ly shown a disposition to aid in giving
adequate protection to life ana prop
erty.
The outrage committed upon the
lives of these defenseless men is abso
lutely without excuse or palliation. I
now call upon the people of Haber
sham connty, first by their approving,
?ober, judgment;, and next, by tbeir
earnest and diligent efforts, to aid the
Executive in bringing these offenders
to justice.
In the execution of my purpose to
secure to every citizsn of the State the
eojoyment of all the rights guaranteed
to him by the Constitution, I now di
rect that the Secretary of State record
and Issue a proclamation offering a re
ward of Two Hundred Dollars each for
the arrest and delivery of the persons
actively participating in the murder of
saldpersons, with proof sufficient to
convict, to the Sheriff of Habersham
county.
By the Governor,
J. W. Warren, W. J. Xorthen,
Sec. Executive Depr. Governor.

1Y. Did you regard Mr. Stevens a

RESULT OF 91 EBIT,
When anything stands a test of fifty
years among u discriminating people
like the American*, it is pretty good-
evidence that there is meric some
where. The value of a medicine is
best proved by its continned use from
year to year by the same persons and
families, as well as by a steady increas
ing sale. Few, if any, medicines have
met with such continued success and
popularity as has marked the intro
duction and process of Brandretb’s
Pills, which, after a trial of over fifty
years, are conceded to be the safest
and roost effective purgative and blood
purifier introduced to the public.
That this is the result of merit, and
that Brandreth’s Pills actually per
form all that is claimed for them, is
conclusively proved bj the fact that
those who regard them with the
greatest l*vor are those who have
used them the longest.
Brandreth’s Pills are sold in evert
drug and medicine store, either plain
or sugar coated.

Atlasta, Ga , Jap. 23,1892:
Dear Sirs:—At the instauce of
friend 1 began ihe use of your Klec-
tr>po;se a few montii3 since. I had
been suffering lor some time with
rheumatism, and had lost faith in all
the numerous remedies I bad tried, and
constqneutly bad no faith in the Elec
tropoise. In a shorttime I was great
ly benefitted, and now, while hot
cured eutire’.y, I believe that eventual
ly a cure will be effected.
Hr this connection I would ssy, that
I had been troubled for years with
constipation, and took medicine each
week to correct this. I have taken no
medicine for this trouble since I began
the use of the Electro poise—about live
months since. So you see your Elgcf
tropoi.-e has accomplished much for
me. Tt^ireach can not be said In'its
praise.
I applied it also in a severe case of
La Grippe, and it acted like a charm.
No other remedy was applied, so I
suppose it is proper to conclude that
tne Eieetropoise effected the cure. 1
would not part witn mine for any
amount.
Very respectfully,.

STEVE SS* GRASP AT A STRAW.
On the 18th Inst. Mr. O. B. Stevens,
a candidate for Congress in this dis
trict, had an interview In the Atlanta
Constitution in which it was made'to
appear that politics in this district hat
gotten In such condition that relief
from ah outside source was necessary.
Mr. Steven3 stated in his interview
that there is danger of two “Demo
cratic” conventions being held In thk
district, and appealed the - matter to
the State Democratic Executive Com
mittee. The members of that com
mittee saw nothing in the complaint
for their consideration, and Mr. Stev
ens threatened to appeal the matter to
the State convention.
Tbe interview In the Constitution
was so grossly^^representative that
Mr. W. W. Turner^ who was in At

which appeared in answer thereto:

he seems to have sought relief at the

paign in the Second Congressional dis
trict in papers outside of that district
have been grossly misrepresentative
concerning the true situation there.
Mr. Stevens intimates In his inter
view that there is danger of two con
ventions being held. That is abso
lutely without warrant, for tbe simple
reason that in the entire district there
are only two counties in which there
is any contest whatever. And it is
reasonable to suppose that If two dele
gations go to the Congressional con'
vention from these two counties the
convention will pass upon tbe merits
of both and select those delegates legal
ly entitled to representation in that
body.
It has been stated that the Executive
Committee of the Second Congres
sional district has applied bossism and
gag rale in this campaign.
The facts in the case are as follows:
In the first part of April Captain R.
Hobb3, the Chairman of the Executive
Committee - of that district, called a
meeting of that committee at which
nothing whatever was done bat to ask
the various committees *in the conn ties
of the district to hold primaries on the
30th of July. They also at that meet
ing adopted for the governance of
these primaries the law passed by tbe
last General Assembly that legalizes
primary elections. The Stevens men
over the district seemed to he dissatis
fied with this, for what reason I do
not know, aod no reason has ever
been assigned. It is plain, however,
that the action of the committee was
notin the interest of any-on*'candi
date “or aoy one class. It was called
simply to start the party machinery in
motion for tbe present campaign
After that, however, the Tnird party
became so strong, and sub-AlUance3
began to pass resolutions all over the
district, declaring lor the Third party
platform. Chairman Hobbs, of the
Executive -Committee, then called
another meeting at which a test for
voters participating in the primaries
was adopted.. That test provided that
all parties participating in the prima
ries or mas3 meetings to select dele
gates to the Congressional convention
should declare that they would abide
by and support the National Demo
cratic platform adopted at Chicago
on the 21st of Jane.
This has been called all over the
State gag law, but on the 7tb of May
there appeared in the Atlanta Consti
tution an interview with Hon. W. Y.
Atkinson, the Chairman of the State
Democratic .Executive Committee, in
which he gave a test for tbe voters
participating in the primaries through
out tbe State, and that test is verbatim
and identically the same as adopted by
the Democratic Executive Committee
for the Second Congressional district.
Tbe committee in tbe Second is com
posed of such men as R. Hobbs, John
Triplett, W. A. Harris and others,
time-honored Democrats, who are
veterans of many hard-fought Demo
cratic battles, and any criticism on
them as Democrats, or as men, is un-
just and unwarranted.
It is very plain that Mr. Stevens,
the Alliance candidate, is grasping at
a straw as be sees his political ship
tossed on the wave3 of adversity. We
would like to know why it is that Mr.
Stevens should seek to air bis claims
or his demands before the State con
vention. We would like to inquire
what interest the State convention bad
in tbe fight in thls-distrlct.
It had none, ^nd every one wh
read that interview iu the Constitution
piomptly said so.
The result was that the matter was
never taken np In the convention at
all. It was altogether toe absurd* a
matter to even be presented.
Bat when we read between tbe lines
we find an object far greater than the
public is led to believe in that pub
lished interview. Mr. Stevens thought
be was playing to get the endorsement
of the State Democratic convention,
and on his return home could tell the
people that the Democratic party in
convention assembled had endorsed
his candidacy, but tbe clever little
scheme “died a hornin’,” and Candi
date Stevens fell heir to disappoint
ment in the same manner that be will
fall heir to tbe same In bis presnmp-
tiouscandidacy for Congress.
.Candidate Stevens will have to re
sort to schemes that are not so plain If
be succeeds In thwarting the Demo
cratic party.
