An Interesting Meeting
of the City Council.

One of the most Important council
meetings in the history of Albany was
held Wednesday evening.
The meeting was called for the pur
pose of opening the various bids for
bonds and material for constructing
the system of waterworks and sewer
age.
When Mayor Gilbert called the coun
cil to order last night, he saw every
member in his seat except Alderman
Gunnison, who is now in Texas.
Alderman Weslosky offered a reso
lution authorizing the clerk to open
and read the bids. The resolution
was adopted.
The first and most interesting mat
ter was the bids for the bonds, and
Clerk Rust opened them first and read
them.
H. C. Warren & Co., of New Ha
ven, Conn., bid 95 and accrued inter
est,
W. II. Patterson of Atlanta, offered
to take the bonds for $95,G25, or if the
interest was made payable semi-annu
ally, to pay $9G,125 for them.
The British American Trust Co., of
Mobile, Ala., offered 95, and agreed to
allow interest at the rate of G per cent,
on all weekly balances, the money to
be paid out only as actually needed.

New York, offered to take the entire
issue at par less commission of 1 1-15
N. W. Harris «fc Co., of Chicago,
offered to take bonds at par less their
commission.

Ala., made proposition to take bond?

$20,000 each, as follows:

J. U. Jackson, of Augusta, was ths
last bidder, and his offer was $98,GOO
for the entire issue.
A large number of bids for othei
material needed in the construction of
the waterworks and sewers were
opened, and the different bids were
varied, and it is too bulky to give here

The finance committee will consider
the bond bids, and the contract com
mittee will look after the material bids.
The final reports of the committees

After the above business was finished
Capt. R. Hobbs asked the council t*
consider the compromise offer made
by the bondsmen of defaulting Treas
urer Gary Pitman.
A proposition was submitted in
writing and s : gned by R. Hobbs, J
IV. Walters and D. H. Pope & Son,
attorneys for the bondsmen, offering
to pay the city the sura of $3,000, in
full settlement of the case against
Gary Pitman.
The proposition was considered by
the Council and it was decided to wait
until tonight so that the city attorney
can consult witli his associates in re
gard to the settlement of the fees in
the case.
The matter is one ot long standing
and it is more than probable that a
settlement will be reached tonight and
the case against Pitman will be set
tled.
A large number of gentlemen repre
senting the different bidders was pres
ent and evinced the liveliest interest in
the proceedings. Many of them will
confer with the committees today in
regard to their bids.
The awards will be made tonight
and until then there will be quite a
number of clever gentlemen on the
anxious bench.
Sweet Music.
Visitors at the Albany Music House
regaled the weary editors with sweet
music last night.
On the wings of the night the de-
ghtful strains were wafted to us, and
we had only to raise the window and
drink in the full melody to our heart’s
content.

The Albany Guards will give a drill
this afternoon about G o’clock.

return from the encampment and they
propose to show the people how they

The Guards, Albany’s pride, and
the flower of Georgia’s citizen soldier
ly, returned home yesterday afternoon.
They came in on the Colombos
Southern, and were accompanied by
the Thomasville Guards and the Val
dosta Videttes, taro excellent compa
nies of the Fourth Georgia
They were met at the depot by a
large number of friends and admirers,
who cheered them enthusiastically as
they ehowed their bronzad faces at the
windows and doors.
The Guards have completed their
week’s stay in camp, and daring the
time they were there they made an
enviable reputation both socially and
as soldiers.
It is generally conceded that the
Albany Guards were the best drilled
company in camps, and they were fre
quently requested to give exhibition
drills, and ou these occasions immense
crowds assembled to witness their
drill.'
Albany is certainly proud of the
hjghly creditable manner in which the
Guards have lepresented their home
city.
Camps were “struck” Tuesday at
noon and many of the companies left
during the afternoon.
The Quitman Grays came in Tues
day morning, and left abont 2 o’clock
ou a special train.
After the arrival of the Guards yes
terday afternoon thejboys bade their
friends, the Thomasville and Valdoeta
boys, good-bye and proceeded at once
to their annory on Broad street.
And when they arrived there an
agreeable surprise was in store for
them.
Mr. Steve Price, an enthusiastic
member oi the company, had prepared
for his tried comrades an elegant
spread. It was a barbecue on a small
scale, and it is needless to say the sol
dier boys did full justice to the tempt
ing spread so thoughtfully prepared
for them.
They are loud in their praise for
clever Steve Price, whose thoughtful
kindness will long be remembered by
he Guards. The boys all report a
very pleasant and profitable stay at
Camp Northen, but no feature of the
gay time they had was more pleasant
and heartily ei j *yed than the recep
tion accorded them on their arrival at
home yesterday.

to any of the league games.
It was a series of beautiful and brill
iant games.
Before the game was called the
crowd that filled the grand stand and
covered the grounds were amused by
Frank Lehman’s procession. He
le in at the side entrance with
Turner, McKay, Gagen and his png,
the m&scottin a sulky, while he grace
fully rode the Texas pony which pull
ed the sulky waving aloft Turner’s
red shirt on the end of a pole. The
procession rode around the grounds
and halted in front of the grand stand.
They were enthusiastically received
by the crowd.
Montezuma went in and was retired
in one, two three order.
Albany then came in.
Crandall took the box for Monte-

amp is adjutant F. L. Wilder, who
with his youthful appearance combines
all of the essentials of an officer.
He is a promineut young business
man of Albany, Ga , and aside from
his every day life, has achieved his
present office through a close attention
to details of military matters.
Rejoined the Albany Guards at the
ige of fifteen and lor ten yeara was an
active members of that command until
he moved to Thomasville where he
mmediately joined the Guards, at that
place, and.they appreciating his devo
tion to milita*y affairs soon elected
him 1st Lieutenant of the company.

Adjutant Wilder is, personally, one

Fourth Regiment and as an officer is
one of the most efficient staff officers
in camps.

At Arcidia.
The closing of Miss Nellie Morrow’s
dancing school last evening was
marked by a very pleasant german.
The children had a soiree from 8
o’clock until 9:30, when they dis
persed, and the older pupils and invi
ted guests began to trip the light fan
tastic. Quite a number of the society
people were present aDd enjoyed an
even'ng of rare pleasure. The pleas
ant leatures of the evening will linger
long and fondly in the memory ol
those who participated in the german.
The young people’s soiree was led
by Master Genie Clark and Miss Ruby
Wight.
The german was led by Mr. Tom
Clayton and Miss Nellie Morrow.
There was an unusually large crowd
present and every ene enjoyed a per
fect evening.
The Albany Guards continue to wear
the blue ribbon as the most popular
company in camp—especially with the
Widies. Their headquarters are always
of visitors, and they are becoming

Mr. C. D. Mallary while oat at Mr.
Weslosky’s dairy farm a few evenings
ago came very near meeting with a
serious accident.
He was standing near watching
the operation of a churning machine
when in some way it became loosened
and was abont to turn over. Mr.
Mallary made an effort to prevent this
and in doing so had his hand caught
in the machinery, bruising it righ
severely.
Runaway.
Joe Sntton, a colored individual who
has been working at the Albany Inn,
helped himself to a lot of clothing that
belonged to Lucins Russell and left
Tuesday evening with* the S. F. A WV
Ry excursionists.
This very reprehensible piece ol
business on the part ot Joe got him Into
trouble.
Joe wa3 arrested at Valdosta yester
day by the Marshal, and he was
brought back to pay the penalty of his
crime.
He will learn that it does not pay to
steal clothing in the future. -

good ball.
Neither club touched home until
Montezuma’s half ot the sixth inning
when Vickers succeeded in crossing
the home plate and lie immediately
became the hero of the team because
he was the only one who was fortunate
enough to score.
Albany only secured goose egg?
until the sixth inning when an
other run was made which ended the
run getting.
A remarkably fine running catch by
Harry Kemp at third base was a bril
liant feature of the playing of the
home teams, while a beautiful catch
by McKenzie for Montezuma in center
evoked thundrous applause, he pulling
down a,regu1ar sky-scraper.
Turner’s work in the box for A1
bany was fine and effective while
Gagen at short stop was almost
whole team within himself.
McKay did fine work behind the
bat for Albany and he made several
brilliant plays.
Moi-tezuma has a club of which it
may well be proud for they play goad
ball.

About half past 1 o’clock this morn,
ing a negro was arrested for robbing
Mr. E. L. Leben’s store.
This is the third time in the past
week or two, and Mr. Leben has been
watching all the week. Last night his
reward came by finding Jeff Dunn in
his store. Mr. Leben at once called
Officers Barron and Raley and they
went to Dnnn’s house and easily effect
ed his arrest.
When he was placed in jail he con-

He only secured about $1.50 last
night and will pay dearly for it.

Owing to the rain yesterday the
ladies of the Episcopal church were
disappointed in tho ice cream festival
which was to have been held on the
Court house yard. However they will
bold the festival this afternoon, begin
ning at 5 o’clock. This is an opportu
nity for pleasure, and at the same time
helps In a noble cause. So avail your

The special meeting of the C. L. S.
C., which was recently postponed on
account ot meeting at Baptist church,
will be held at residence of Mr. J. S.
Davis on Friday night. All who are
interested in the C. L. S. C. invited.
The festival by the ladies of the
Episcopal church was a success, as is
last night usual.
The occasion wa3 well patronized
and was an eojoyable and pleasant all
the way through.

the history of the Council meeting lait
night.
Other important contracts were
awarded tc different places and firms.
The Council meeting last evening
was not lacking in interest by any
means.
The honorable body had a matter of
deep Importance to deal with and the
look of business on their faces showed
plainly they felt the great responsi
bility resting upon them.
The Council - chamber was
well covered with all
ner of advertising matter,
a perfect flood of which has been sent
in by the bidders, while a large num
ber of models of various kinds of
machinery was seen lying around.
All of this had been sent in by con
siderate bidders to enable the commit
tees to easily settle the matter of
awarding the bids.
But their kindness, perhaps only
made the matter of determination all
the more difficult.
The two committees to whom the
matter was referred worked hard all
dav yesterday to get matters all ar
ranged so that the reports could all be
made at the mreting last night.
Mayor Gilbert called the meeting to
order and a-ked for report of Finance
Committee. ‘
Finance Committee [through
Chairman Cltrk reported that
they were not prepared
to make a xecominendation be
tween the bid made by J. U. Jackson,
of Augusta, andN. W. Harris & Co.
He also stated that Mr. Jackson’s bid
was vague in some respects and it was
impossible to get^the desired informa
tion, while Mr. 11. A. Davitt, repre
senting Harris & Co., was present and
would fully explain his bid to all the
members.
Mr. Davitt was requested by Mayor
Gilbert to make ^statement, which he
did going into the minute details of
the matter and tiiowed his bid to he
the best one ma&.
The matter was then discussed for
some time and failing to agree a mo
tion was made ami passed, to reject
all bids which, for the time seemed to
put an end to the bond question.
The contract committee was next
called for to report on material and
Aldermen Cassidj, Clark and Lockett
were soon enlightening the council
on the intricacies of the different ar
ticles ueeded in the construction of the
waterworks.
During this discussion Mr. J. S,
Davis remarked to a reporter that
“Cassidy knows moie about water now
than he ever knew before,”
About this time it was suggested by
an Alderman, who was wise, that,
inasmuch as the bids for bonds had
been rejected it was no nse to dismiss
the material question as they had no
money with which to pay for them,
This struck the body as being very
true and the bond question was resur
rected and more thoroughly discussad
than ever,
Finally a motion to repeal the reso-
tion rejecting the bids was made and
passed, and Chief Westbrook was in
structed to go out and get Mr, Davitt
to appear before the council again.
He came and stated that he would
tike the bonds as first agreed and they
were quickly knocked down to him
and he made his best bow to the body
and left them to wrestle wHh pipes,
valves, hydrants, valve boxes, water
gates and other matters.
Now they knew where the money
was coming from the body began to
consider the material question in ear
nest.
The Chattanooga Pipe and Foundry
Co,, was awarded the contract for cast
iron pipe and requested to give a $10,-
000 bond, '
Wood & Co„ of Philadelphia, was
awarded the contract for hydrants,
valves and valve boxes and will be
under a $500 bond,
James & Co„ of Chattanooga, was
given the contract for!eid,
Cruger & Pace, of this city, got the
contract for brick, and are under $590
bond.
The contract for cement was divided
between Wight, Weslosky & Brown
and Mr. N. L. Ragan.
Mr. N.L. Rigan was given con
tract for lime.
The Pitman compromise was
postponed until regnlar meeting, and
Council adjourned.

In Tuesday’s Journal Alex Bealer
paints a beautiful word picture of a
camp-fire scene at Camp Northen, and
among other things, in compaiing the
the officers present with those of the
past, he says, of two of Albany’s pop
ular military men:
I see in the quiet little man over
there to the right a reproduction of
General Joe Wheeler.
As he rises np I see Colonel E. L.
Wight and how similar is his general
character to that of the lighting Joe,
the gallant cavalryman. A tireless
worker, an intense man, one who
would delight in surprises, and if a
charge was made would be more than
apt to lead it.
And then after some pleasant re
mark of some other gallant officsr, he
says:
In the young and brilliant Wooten,
of the Albany Guards, the dashing
Pelham is reproduced, and how pleas
ant it is to listen to the camp stories
and the camp jests while tne hours
speed along their way.
The Albany soldiers have received a
great many_ well deserved compli
ments, for which they and their
friends are very thankful.
