nou’s drawing his revolver ami shooting
Barber, who died in a short while.

MILLS CASE SETTLED.

Tho readers of tho Herald are
familiar with the Mills-Mullls case, the
particulars of wliioh appeared in the
Herald Homo days since.
Mr. H. O. Mills came to Albany
several weeks ago and stated that he
had come here to take possession of 1000
aoros of the Jordan Fowl Town planta
tlon, tho claims to whloh ho said he had
won in the United States courts.
Some days after Mr. Mills arrived a
warrant was sworn ont against htir by
Mr. N. M. Mnllls, of tho Albany
Whiskey Oo, the warrant oharging
that Mr. Mills had obtained money
from Mr. Mollis in tho snm of BOO under
false pretensus. Mills was ont on bond
until Saturday afternoon, when his
bondsmun osneeled the bond. Mills
was then arrested and put in jail, where
he was confined for several hoars.
Later tbe ease was settled, tbe war
rant was dismissed and Mills was given
his freedom. It is understood that
Mills’ poenliar oonduot while here led
many to the belief that he wuh not of
soatid mind, and that this influenced the
parties Interested to make a settlement.
Mr. Mills and his family have gone to
Oohlooknee, where he olalins to have an
nnole whom they will visit.

Manila, Oot. 7.—Major Morris C.
Foote, of the Ninth United States in
fantry, who has returned here from the
island of Samar, was in Bulnngiga the
day before tbe disaster to company C.
He says that Gapt. Connell hud been
fully warned and bad made what he
(Major Foote) considered every ueces-1
sary precaution.
Information that a plot was brewing
among the Filipinos came to Major
Foote from a priest who said that it was
in the plans of the populace at both Bu-
langign uud Basey to attack the garri
sons and that the Basey garrison w as to
be attacked from a cock pit m the rear
of the barracks. Orders were immedi
ately given to demolish the cock pit and
extra guards wero stationed.
There is intense feeling throughout
tho army because of the massacre,
which would not be the cose to auy
such extent had it been tho work of
ordinary insurgents. The lntter might
liuve been expected to commit such an
outrage. Feeling is particularly intense
iu military cirolea because the authors
of tho massacre were paciflcos, most of
whom had taken tbe oath of allegiance,
and many of whom, including tho pros!-
dente of Balangiga, were actually hold-
iug office.
Some of the after effects are already
shown at many points, particularly nt
Oulooc.au and Baulan, iu tbe provinces
of Batangas and Manila, where disaffec
tion is manifesting itself, although it is
not likely to be allowed to go far.
On the other hand, tho officers and
troops at all the garrisons throughout
the archipelago fool that the 'disaster
conveys a lesson to themselves of the
necessity for increased vigilance.

Southern Transvaal.
London, Oct. 7.—Tho correspondent
of tho Times wiling from Dundee,
Natal, says: "The movement now
bring conducted by General Littleton in
tho southern corner of the Trzusvaul
consists mostly of a movement of the
Boors from farm to farm in au attempt
to escape the cordon wliioh is being
drawn about them by the British troops.
In it is a body of Boers which remains
under tho leadership of Commandant
General Botha, tho Boer commander iu
chief, who is within the cordon and
pressing northward from the Zululuud
frontier. Throughout the Eastern
Transvaal scouts continually sight

story is being told in Berlin about the
way m which the Russian Empress sun

near the oastle. The publio, on learn
ing that she was there, congregated out
side in large numbers, in tho hope of
seeing her as she came out again. It
appears, however, that their curiosity
was never satisfied,; for the Czarina,
learning of the large crowd outside,
asked one of tho attendants if there
were no exit at tbe back of the house.
To this he replied in the affirmative, bnt
added that the way was stopped by a
hoard. "That does not matter,” t
swered her Majesty ; "if you get me a
ludder, I will soon climb over tho plank.’
No sooner said than done. Tue ladder
having been placed in position, the Era
