following article be proposed to the Legislatures ot

as a part of the Constitution, namely:
Amticlk.—Section •. All persons born or nat
uralized in the United Stales, and. -•ubjccl lo llie
jurisdiction thereof, arc citizens of the V. Stales,
and of Iho Stn’e wherein they reside. No Slate
shall make or enforce any law wliich shall abridge
ilie privileges or inimiiiiiiies of citizens of llie U. S.
Nor shall any Stale deprive any pel-ion of life, lilt-
eriy or properly without due process "l law, nor
deny to any person within ils jurisdiction llie i'i|iial
proieclion of ils laws.
Sec^ 2. Rcpresenialivrs shall be apportioned
among the several Stales according to the respec
tive numbers, counting the whole number of per
sons in each Stale, excluding Indians iml taxed

United States. Reprcseiiiaiives in Congress, execu
tive nnd judicial officers, or llie members of the
Legislature thereof, is denied to any of (lie male in

United Stales nor any Slate shall a-sume or pay
