board of directors meeting
last Wednesday night at
the Perry Hospital, the
board reacted with smiles
to a recent county Grand
Jury's general praise for
the complex's operation.
Authority chairman Billy
Beckham of Perry agreed,
"They (the Grand Jury)
were real nice to us."
In presentments
published on June 10, the
Grand Jury reported on its
inspection of the Hospital
Complex. They com
mented that the annual
audit was not available for
review, but noted it had not
yet been returned to the
Authority by the auditors.
Beckham added, "When
we receive the audit from
Ernst and Ernst, it will be
taken down to Tommie
Hunt's office (Clerk of
Superior Court), and
recorded as a public
document."
The Grand Jury further
said, "two key positions,
the Executive Director and
Comptroller, have been
filled by well qualified,
experienced personnel.
(Charles Hall is Executive
Director and Thomas
Mackey is Comptroller.)
Their ability and en
thusiasm should prove
beneficial to the future
progress of the Hospital
Complex."
Further said was, "the
attitude and enthusiasm
displayed by the Executive
Director (Hall) and
Associate Executive
Director (Max Poole of
Perry) are necessary
ingredients for good
management. Employee
morale at both hospitals
has improved noticeably.
This is indicative that
patient care will also
improve."
The Jury added, "... It
seems premature to judge
the effectiveness of the
new administration since
they have been in office
only a short time. It is
apparent, however, that
they are not afraid to
initiate any changes
necessary to increase the
efficiency of the com
plex..." and continued,
"the Grand Jury believes
that given adequate time
and co-operation from
county officials, im
provement toward peak
performance will con
tinue."

\ Your Sheriff In The Houston
JT r County Democratic Primary
.. M L.' August 10, 1976
Houston County Taxpayers are now paying over a HALF
MILLION DOLLARS per year for the operation of the Sheriff’s
Department. Under the present Sheriff’s administration the
operating cost has increased an average of 25.3 percent a year. If
this trend is allowed to continue by 1981 the taxpayers will be
paying over ONE MILLION DOLLARS per year for the Sheriff’s
operation. It is time for this trend to be reversed by looking for
ways to reduce spending rather than continuing to spend the tax
payers money unnecessarily. As your Sheriff, I will reverse this
trend by reducing the annual rate of increase. I will reduce the cost
of operating the Sheriff’s department by a minimum of $50,000 the
first year and at the same time maintain a more efficient work
force to provide the necessary services to the citizens of Houston
County. To accomplish this I will;
1. Reduce the number of personnel by at least 10 percent. (Ap
proximately four personnel.) Currently there are 44 people em
ployed by the Sheriff’s Department.
2. Reduce the number of vehicles by at least 10 percent. (Ap
proximately two cars.) Currently there are 18 vehicles assigned to
the Sheriff’s Department.
3. Require strict adherence to a vehicle and equipment
preventative maintenance program.
4. Eliminate dual operations and duplication of efforts such as the
present policy of patrolling Interstate 75 and performing drivers
license checks. (These are prime functions of the Georgia State
Patrol).
5. Reduce turnover by recruiting quality personnel who are
dedicated to the law enforcement profession.
Houston County needs and deserves an efficient and economy
minded Sheriff. I sincerely believe that I can be that kind of Sheriff.
Your support will be greatly appreciated.
THANK YOU!
