Mayor Had Big Court. ;• ; -
Mayor Mitchell had a big court Thurs
day afternoon. There were twelve ca
ses in all, nine of which resulted in con-
vlctions. The cases were principally
drunks and disorderlies and the aver
age fine imposed was $2 and cost, the
total fines and cost in all the cases
amounting to about $55.
The most important cases were those
against J. J. Maddox and Burrell Man-
gum. The former, who is a whiteman
from Jackson county, tried to persuade
a young lady to go into the circus with
him Wednesday and besides receiving
a genteel cursing from her father he
also had to pay into the city treasury a
fine of $5 and costs.
Burrell Mangum hired a bicycle and
tried to see how many women and chil
dren he could knock off the sidewalks.
He was given a fine of $5.50.

THE CITY COURT.
There seems to be a disposition,
on tiie part of a few, to want the
City Court abolished

EXACT REPROpucnouor m^sTVifS
This would
be a great mistake. It the city
court transacts more business in
the year than the Superior court
with $5,000 less expense, which is
tiue, as the records frill show,
then how can any taxpayer desire
the court abolished. If the peo
ple will wait and investigate the
affairs of the court they will be
very slow in signing petitions ask
ing that the court be abolished.
It was abolished once and the
necessity of the court was so plain
that it was re-established. ‘The
population of the connty is very
fast increasing and the need of

Visiting Committee Files Its Re-

Gov. Candler Tuesday. The re-

every detail ot tne committee s
investigation.
The committee reports the
buildings and grounds in good
shape, but the facilities' entirely
inadequate for the accommodation
of the great number of children,
white and colored.
Of this lack of accommodation
the committee says: “Such a
state of affairs constitutes obvi
ously a reflection upon the intelli
gence and good name of the state,
and should not be allowed to exist
any longer.” :
The committee recommends
that the next legislature appro
priate $25,000 to the institution,
118,000 for the white department,
and $7,000 to the colored. The
committee also recommends that
the law be changed governing the
terms of office of the trustees so as
to provide that the number be in
creased from seven to nine and
the terms to six years.
An interesting paragraph jn the
report is as follows: “In the
comparison of 39 similar institu
tions in the United States we find
that the per capita cost of main
taining, the pupils ruds from $156
$850, with Georgia the lowest, in
the list.” Prof. W. O. Conner
and his assistants are highly com
plimented and the salaries paid, in
the opinion of the committee, are
equitable and just. •* -
is very evident. It
would be a calamity to have the
city court abolished just at this
time. Among tl^e reasons as ex
pressed by the enemies of the
court, is one, that defendants are
forced to trial. This is not true.
They can demand a trial by jury
if they so desire and are only tried
before Judge Prior when the de
fendants themselves demand it.
