division is based on the statement ol
the age of the child made by an Igno
rant parent, some children will be de
prlved of their just proportion, foi
many parents do not know the exact
age of the children. This is especially
true as to the negroes. Under the
present system, a child may be car
ried on the roll many years after he
panses the age limit.

During the coming spring, the Cen
sus Bureau will make a test of the;
birth records of Georgia and unless
many of the counties incroase the num
ber of births registered, a similar show
ing will bo made, which will not re
flect credit on the county.
In the fitst :-ix men;ha of 1922, there
wore 33 counties showing tho birth of
over 30 babies per 1,000 population,
with 22 counties,showing a rate below
15, although in North Carolina in 1921
there were'five counties which showed
a rate over 48, and 78 counties between
30. and 40. The banner counties in
Georgia during the first six mqgths of
1322. with their birth rate?, were as

The poorest registration was shown in
22 counties which are thought to have
filed only 50% or less of the births
that occurred. They are as follows
Baldwin 39%, Bulloch 50%. Burke
24%. Butts 48%, Calhoun 42%, Chat
tahoochee 36%, Coffee 35% Cook 50%
Dawson 46%, Emanuel 50%, Fayette
46%, Hancock 33%, Har-
39%. Liberty. 29%,
34%, Pulaski 24%, Sumter
Taliaferro 39%, Washington 40%
and Wilkes 12%. >
This statement is made so that tho
citizens in those counties showing a
shortage during the first six months of
this year may know what to expect
unless they dfeniand and assist the reg
istrars of births and deaths to seture
complete record of every birth that
has occurred in their county this year.

The disabled soldiers of the world
war are entitled to all that Is allowed
them by the Federal government, which
will not grant a claim for increased
compensation for a child until a certi
fied birth certificate if such certificate
can be secured has been issued by the
State Bureau of Vital Statistics and
filed by the disabled soldier with the
Federal government.
Out of the 19 States east of the Mis
sissippi river, only six fail to secure,
according to the Federal Census Bu
reau, an excess of 90% of the birth
records. They are Delaware, West
Virginia, Tennessee, Florida, Alabama
