Insurgent Force Surrenders.
Havana, November 9.—An ofllcial dispatch
from Alfcnso XII, province of Matanzas,
announces the surrender there to the Sp Irt
ish authorities of an Insurgent force con

will dock, a flotilla of steamers will meet
General Weyler off tite port and lie will lie
received with music and other incidents of
an elaborate ovation. He will be tendered a
luncheon immediately on landing, and in
the evening there will be fireworks.
The socialists are said to be planning a
counter-demonstration.
The cabinet council today decided to em
power .Marshal Blanco, governor general
of Cit'ba. and General Primo de Rivera, gov
ernor general of the Philippine Islands, to
grant amnesties.
A proposal to build two Ironclads was
also approved.
Weyler’s Orders Abrogated.
Havana. November 11.—Marshal Blanco
has abrogated the orders of his predeces
sor as to the destruction of the fields and
huts of tite insurgents. He has also canceled
the prohibitions by which the Spanish sol
diery have been prevented from camping
in the towns.
The new orders direct that the soldiers
shall be provided with blank' ts and water
proof coats and that when in camp they
shall always lie sheltered as far as possi
ble from th., rains and dew. No fewer than
33.900 sick soldiers are now in the hospitals
of tite Island. Today the mail steamer Lsla
de Pamiy, which left Havana for Spain,
carried 68 oilleers and 500 sick soldiers.
Royal Decree Soon.
Madrid. November 11.—A royal decree
granting autonomy to Cuba will be formal
ly gazetted on November 23d.
Cattle Can Enter Cuba Free.
Washington. November 11.—Vice Consul
Springer has sent to the state department
the governor general's decree permitting
front the 10th instant the importation of
all horn, d cattle into the island of Cuba
free of import or other duties.
