Waterworks Argu-

ter Communication.
REC ITES RECORD
OK DEPARTMENT
Roasts Judge Hillver for
('hanging Front After
Past Events.
In a caustic communication to the
board of water commissioners, ('olonel
Park Woodward, general manager, of
the waterworks department, ha* an
swered the remark* Against the depart
ment by Judge George Htllyer.
Judge Hlllyer, who wo* once presi
dent of the water board, appeared be
fore council Monday to urge that not
more than $250,000 of bonds be Issued
for the Improvement of the water
works. During the ' course of his
speech he took occasion to crltlclae
some of the acts of the waterworks
management.
<'olonel Woodward says nt one time
Judge Hlllyer w*as so anxious to Im
prove the waterworks that he advo
cated the expenditure of the city’s sur
plus fund for the purpose. He charges
that at another time hr tried to eel! tha
waterworks to a private corporation
for $250,009 and 254 free fire hydrants.
The answer In part follows:
Mr. Woodward's Card.
’’Oentlemfn: In view of the discus
sion before the city council by Judge
Htllyer of the contemplated bond Issue
for the Improvement of the water
works. ami hie remarks in reference to
reducing the amount of the bond Issue
to $250,900. and also Alderman Key’s
ordinance. In reference to the same
ubject matter. I deem It proper to
submit for your consideration certain
views on this subject. In addition to
what the Judge eald on the bond ques
tion, ho tank occasion to go out of his
way to severely criticise the water de
partment for laying a lti-lnrh main on
PARK WOODWARD.
General manager of waterworks,

communication to the board.
respectfully submit that what Judge
Hlllyer does not know* about the At
lanta waterworks would fill volumes,
and what he does know would not take
up one page In n blue-back speller.
What little knowledge he has on the
subject Is superficial ..only.
’’Judge Hlllyor, Inn special report to
the water board on July 3. 1901, rec
ommended and urged tho building of
another reservoir, additions to the filter
plant, and another elear water basin,
and st that time Vonstdcred It eo Im
portant that he sutreexted the city tak
ing advantage of the charter provlslone
of using a part of the surplus fond nf
the city with which to make them. I
his report to council for 1901 and 190:
he reiteuts hla recommendation tc
these Improvements If |hcy were so
necessary then, how much more eo are
they now?
Judge Hillyer’e Record.
"Judge Hlllyer’s record on the Allan
tn waterworks Is not generally known
by the people of this city, at least by
tho >oungcr generations. In 1$85, when
he was mayor of the city, he opposed
the spending of tltc necessary money to
make Improvements In the old water
works. and advocated the sale of the
works for $260,000. and N 254 free fire
hydrants. Suppose he had succeeded?
The city now has 1.698 hydrants; de
ducting the 254 free, we would now be
liaylng on 1.414 fire hydrants at 840
each, mnklng 856.560 annually fob

Rev. Mr. Broughton uualttles his orig

Dr. Dnwknntt Is n good and grand

Broughton said that he never used the
words "fraud" and “quack." but that
sending out nurses on the community
who did not have practical training
was an Imposition.
Mlsa Lee replies to the attacks nn the
Institution by saying that she hus been

that nurses turned down after' three
