Paris. Feb. 8.—-The new income tax
mil sure was Introduced In the cham
ber of deputies yesterday afternoon. It

rect taxation upon Incomes from what
ever siurre, supplemented by a pro
gressive general tax ranging from 3 to
4 per r« nt upon general total Incomes
in excess of fi.oOo from various source-*,
divided into three categories as fol-

dustrial property. 3 1-3 per cent: pay
for labor salaries, 3 per cent.
Foreign stocks are granted access to
the French market on the payment of a
stamp-tax of 2 per'cent on their nomi
nal value and a per cent upon the reve
nue they yield. The measure makes no
distinction between foreign stocks and
foreign government securities.
The bill Is designed to tax the Idle
rich and not grind down the poor work
ing class.

their contracts, and the Agure Is grow
ing larger every day. W.,J. Oliver, the
bidder for the Panama canal contract.
Is one of the contractors.
The contract with the Oliver Com
pany for the construction of section No.
2 of the Washington atreet viaduct
stipulates that the contractors shall pay
damages to the amount of *60 for each
day after Decembfr'l. 190*. until the
work la completed. The same provision
applied to the contract with Grant
Wilkins for section No. 1 of the viaduct.
The contract with Will R. Maher for
tlte paving of Madison avenue pro
vides that, 1n like manner, the con
tractors shall pay *!« per day for each
day after October IS. There having
been 111* daya, the city must be paid

daya since the viaduct should have
been completed and this ut $100 a day
makes $6,900. The sum Is still grow
ing.
