Newspaper Page TextTAFT BIG STATESMAN ON HIS PHILIPPINE RECORD, SAYS CHARLES D, HILLES By CHARLES D. HILLES. Chairman of the Republican National Committee. NEW YORK, Aug. 23.—The remark able success of the government which President Taft instituted in the Phiiip jSnies, winch success becomes more evi dent year by year as new problems arise and it is seen that the system instituted by Mr. Taft is adequate to meet and solve them, should prove to all thoughtful people the wisdom of the president, his ability as a states man and. incidentally, the fact that in numerous instances it takes time for the benefits of wise statesmanship to become apparent. Striking tribute to the admirable re sults achieved by Mr. Taft in the Phil ippines is paid by the Right Reverend Homer C. Stuntz, now Episcopal bishop of Buenos Ayres, but who was sta tioned in the Philippines when Mr. Taft was governor general of the islands: Writing to Richard H. Templeton, of Buffalo, quite recently. Bishop Stuntz said, tn part, of the work of Mr. Taft: Six Big Items. “His should be the credit for at least six of the big bits of legislative work. "1. The public school system, under which more than 600,000 Eilipino youth now enjoy free educational advan tages. More people already speak Eng lish than could ever speak Spanish, and we have had eleven years at the work—nearly. “2. Abolition of slavery in all its forms—peon system and all. "3. Establishing a new currency sys tem on a gold basis. ‘■4. The constabulary act, by which a force has been called into existence which enforces public order as fully as that is done in the states. “5. Establishing an entirely new sys tem of judiial procedure, with Ameri can judges and a civil and criminal code prepared by President Taft that is better, in my judgment, than any similar code in use in civilized lands. “6. An act granting religious' tolera tion. “1 think that Mr. Taft will go down in history as the ablest white ruler who ever had executive control over any Asiatic people in all the years of colonial history.” Calls This Free Trade a Boon, Os hardly less importance than of any of these was that measure of free trade between the United States and the Philippines which President Taft, solely as the result of his own untir ing efforts, succeeded in inducing con gress to authorize in the Payne tariff bill. The producers of the tobacco and of cane and beet sugar in the United States regarded with an in tense and an unwarranted dread the free admission of Philippine products. Circumstances have proved the ac curacy’ of Mr. Taft's foresight, the breadth of his statesmanship. The Filipino continues to sell his products to the Chinese, but the fact that he has at his disposal the markets of the United States enables him to demand fair prices, and the Chinaman is now compelled to pay’ them. For instance, the Filipino now charges the China man 2 cents a pound more for sugar and he gets it, and as a consequence the Philippines are enjoying an era of prosperity’ such as they never knew be fore. IND., Aug. 23. -That dead men have on the payroll of the Monon railroad and that wages have been paid in their names for years was revealed by the trip of the first pay car that has been used on the road in years, payment heretofore having heen by check. President Fairfax Harrison made the trip with the car. At Lafayette every employee of the road had to go to the car in person and draw his pay. The “dead man” list for the month was over S2OO. It was found that three men whose wages have been paid regularly have been dead for years. A shake-up Is predicted. INJURED IN SOUTHERN FREIGHT WRECK IMPROVE Conductor Thomas A. Pope, Engineer B F. And equally, no one who has not seen for himself the benefits which have resulted from the purchase of the friars' lands, their division into small homesteads and their sale to the people on easy terms, can form an ade quate estimate of the immense bene fit of that great work to the Philippine people who have heen converted from a nation of tenants to a nation of in dependent land owners and farmers. Boardman. president of the Red Cross, who is spending the summer on the north shore, declared today that she will con tinue her endless chain letter plan to raise funds for the Taft campaign, despite the threat of the Women's Homestead asso ciation of Boston to have her prosecuted on the ground that the plan will be a violation of the postal laws. Aug. 23.—" Big Jeff” Clarke, the ebony-hued boxer from Joplin, Mo., won a six-round marathon race at Duques Garden last night from Freddie Hicks, of Detroit, by several laps. The best bout of the evening was the six-round go between Young Saylor, of Indianapolis, and Red Robinson, of the north side. The opening fight brought together Hooks Evans and Young Morgan. Evans had the better of the six round throughout. Swats Adamson and Hughey Madote fought six hard rounds to a draw.
