I /-> / wish to say in the HOU ItW defense of the » much maligned fowls bred on a Tinrfnr city lot that if UVIM they are pure bred and of a good strain, they are just as good in every respect as the range bred. More often the city-reared bird from the same parentage is superior to those reared on unlimited range. According each bird the same attention and care, the “back lotter" will Invariably best his country cousin in vitality, size and appearance. I have demonstrated this from actual experience and wide ob servation. My own flock of White Rocks were hatched, reared and kept on a space, including buildings, of 50 feet square. Last year, I raised to maturity,-for breeding and sale, about 100 birds on this lot. Os this number, not a single male bird weighed at maturity less than eight pounds and of the twelve birds kept until the breeding season, none weighed less than ten pounds. My one and two-year-old hens average one pound above the standard and those hatched in the summer of 1911 weigh from seven to eight and one half pounds. In comparison with my flock. I have a friend who lives near town who be gan raising White Rocks from the same parentage as mine at about the same time. Her flock has unlimited farm range, good housing, and has feed before them all the time, yet her stock has deteriorated until she gets less eggs from her 100 hens than 1 do from my 20. She has fifteen male birds of mature age that average seven pounds in tveight. It may interest some of the readers to know how 1 keep my flock in con dition. I do not feed scientifically and give nothing- to force egg production, but 1 do feed regularly and with some system. The following Is my regular bill of fare, but it is subject to varia tion as the condition of the flock war rants: Keep a dry mash composed of equal parts by weight of ground corn and ground oats, one-half part bran, one sixth part meat meal and a quantity of oyster shells thoroughly mixed be fore the fowls at all times. Once a week, I add a liberal amount of char coal. Morning meal—one quart of shelled corn a.nd whole oats to each ten birds. This is fed in the litter. Noon fneal—every other day a wet mash, the same mixture as the dry mash, fed in troughs. This mash is just wet enough to hold together when pressed in the hands. Alternate this feed every other day with as much green sprouted oats as they will relish. Evening meal—at about four o’clock or earlier if the day is dark. I give tiie birds a feed of dry shelled corn in the litter, giving them all they will eat. Corn produces much heat and this is what they need in cold weather. Whereas, the general assembly at its session in 1911 proposed an amendment to the constitution of this state as set forth in an act approved August 19, 1911, to-wft: An act proposing an amendment to the third section of the seventh article of the constitution by striking therefrom the words "casual deficiencies of revenue" and substituting therefor the words "such temporary deficit as may exist in the treasury in any year from necessary de lay in collecting the taxes of the year;" and by striking the words "two Hundred thousand dollars” and substituting in lieu thereof "five hundred thousand dollars, and any loan made for this purpose shall be repaid out of the taxes levied for the year In which the loan is made." Section 1. Be it enacted by the general assembly, that it shall be and is hereby proposed to amend the constitution- of Georgia in the third section of the sev enth article so as tc strike from para graph one the words "casual deficiencies of revenue" and substituting in lieu there of the words, "such temporary deficit as may exist in the treasury in any year from necessary delay in collecting the taxes of that year," and by further strik ing from said section the words "two hundred thousand dollars" and substitut ing in lieu thereof, "five hundred thou sand dollars, and any loan made for this purpose shall be repaid out of the taxes levied for the year in which the loan is made,” so that the first paragraph of said section when amended shall read as follows: "No debt shall be contracted by or on behalf of the state, except to sup ply such temporary deficit as mav exist in the treasury In any year from neces sary delay in collecting the taxes of that year, to repei Invasion, suppress insurrec tion, and defend the state in time of war. or to pay tfie existing public <lrJ»t; but the debt cr<| ted to supply deficiencies in revenue shall not exceed, in the aggre gate, five hundred thousand dollars, and any loan made for this purpose shall be repaid out of the taxes levied for the year in which the loan is made.” Section 2. Be it further enacted. That whenever the above proposed amendment to the constitution snail be agreed to by two-thirds of the members elected to each of the two houses of the general assembly and the same has been entered upon their journals with the ayes and nays taken thereon, the governor shall cause said amendment to be published in a-t least two newspapers in each congression al district in this state for the period of two months next preceding the time of holding the next general election. Section 3. Be it further enacted, That the above proposed amendment shall be submitted for ratification or rejection to the electors of this state at the next gen eral election to be held after publication, as provided In the second section of this act in the several election districts of this state, at which election every person shall be qualified to vote who is entitled to vote for members of the general assembly. All persons voting at said election in favor of adopting the proposed amendment to the constitution shall have written or printed on their ballots the words, “for amendment to constitution authorizing temporary loans," and all persons opposed to the adoption of said amendment shall have written or printed on their ballots the words, "against amendment to con stitution authorizing temporary loans.” Section 4. Be it further enacted, That all laws and parts of laws In conflict with this act be, and the same are, hereby re pealed. Now, therefore, I, Joseph M.
