ed that Manager Reynolds, of the gar'
deh, knew all about the affair.
The miner Is willing to come to New

When told about the story given out
In Pittsburg last night by Paul Me

laughed, but dented In toto every state'

McDonald was arrested In New York
on a charge of embeili^HlM^
quest of the Pittsburg police and was
returned to that city. The young man
says that, although he waa not charged
with murder, he was permitted to oc
cupy a cell In “murderer's row" In the
Tombs that he might be near Thaw,
whom he knows. The slayer of White,

He says Thaw's wife Is permitted to
enter her husband's cell and that the
guards withdraw discreetly when the
two hold converse.

St. Louis, Mo., August II.—Homer
Bass, of ths St. Louis Republic, writing
from Zurich, Swltterland, under the
date of August tf gives the first defi.
nits statement of William J. Bryan's
program for turning the railroads of
the country over to the federal and
state governments. The plan Is ntw
and has been egrsfully worked out.
Mr. Bryan will attack tha trusts In
hlR New York speech,” writes Mr. Bass,
"and I suspect he will go further and
give his views on certain forms of pfib
lie ownership of public utilities, with
especial reference to railroads both In*
terstate and within the states.
Favors Ineems Tax.
"It Is also quite likely that with tha
support ot the original Bryan party
wing and the aid of such Eastern con-
servatlvcs as Alvan Clark, of New Jer
sey, he will corns out boldly for a con
stitutional amendment that will make
an Income tax one of the certainties of
the nixt half dossn years. If Mr. Bryan
enters upon the money question, It la
quite llksly that he will repeat his as
sertions of the recent years that con
ditions have eliminated money as an
Issue, as the results of several conver
sations with Mr. Bryan In London, at
which time I saw him nearly every day
In a fortnight.
“One of the many striking Impres
sions that have come to Mr. Bryan on
this tour has to do with ths ownership
of great public utilities by the state
with especial reference to tha rail
roads. Mr. Bryan has been In Europe
on other occasions. Rs has Been gam.

To Own Trunk Lines.
'in every important particular he
would apply tha theory differently to
the United States. Hie plan would
admit of the ownership of certain trunk
lines by the government In order that

the efficient through service should not
In any way suffer Impairment, but he
would Insist that the local lines In ev
cry slats be owned by the separate
states, thus preserving more effectually
the Idea of state Individuality which. In
Mr. Bryan's opinion, would In time be
wiped out If all lines passed Into fed
eral control.
“The enormous prestige that would
be the result of such a railroad man
agement In America would, of course,
tend to Intrench the (tarty In power and
would In time accomplish what Mr.
Bryan fears and would contend against
ths abolition.of state boundaries."
