City Police Investigate
8 Theft Cases Last Week
Commerce Police Department Arrests
Suspect's Inability To Spell Last
Name A Tip-Off For Commerce Officer
An Atlanta man stopped for
speeding on Interstate 85 gave a
police officer a false name.
That became a problem when
the officer asked him how to spell
it and the suspect said he didn’t
know.
Rosales Luis Penaloza, 34, of
1940 Fisher Road, Atlanta, was
in enough trouble when he got
pulled over for doing 80 on 1-85,
but telling the officer his name
was “Ignacio Osuma’’ didn’t help
things.
That’s when the officer asked
for a spelling of the last name, and
Penaloza found himself stumped.
In the course of searching the
vehicle, the officer recovered a
Mexican driver’s license with
Penaloza’s real name — and a
small plastic bag containing pow
dered cocaine, according to the
arrest report.
Charges included speeding,
possession of cocaine, driving
without a license and giving false
information to police.
Other Arrests
Others arrested during the past
week include:
•William Henley Gaddis Jr„ 31,
320 Highland Estates, Commerce,
driving under the influence (DUI)
of alcohol and a taillight violation.
According to the incident report,
Gaddis attracted the officer’s
attention with an “erratic’’ left turn
and did not stop when the officer
activated his light bar and turned
on his siren. He finally stopped
in the driveway of his residence.
The report said he told the officer
that the officer was “out to get me’’
related to an incident a month
earlier. It also said Gaddis admit
ted that he did not stop for the
lights or siren in order to get to his
home before being stopped.
•Michael Kevin Armour, 41,
3060 Walker Way, Rayle, DUI, vio
lation of the open container law
and driving without a license. The
officer made the traffic stop after
Armour’s vehicle crossed the fog
line multiple times and went into
the grass along U.S. 441. When he
approached the vehicle, a female
passenger told the officer that
Armour was driving her home
because she was drunk.
•Daryl Buggay, no age given,
260 Hwy. 174, Danielsville, DUI.
No details were available.
•A. Natacha Horton, 32, 314
Smithy Street, Freeport, NY,
aggressive driving and unlawful
use of a license plate. She was
stopped on 1-85 after the officer
noted her cutting off a transfer
truck during a lane change. He
later found out that her tag had
been revoked.
•Beverly Summers, 48, 185
Shady Lane Court, Maysville, vio
lation of the Georgia Controlled
Substances Act and a Jackson
County warrant. She was a pas
senger in a vehicle driven by
Jennifer Marie Underwood, who
was pulled over after an officer
noted that she signaled for a turn
after making the turn. He charged
her with driving with a suspended
license, improper transfer of a tag
and for an unspecified warrant
out of Jackson County.
•Quincy D. Strickland, 31,
87 Duncan Street, Commerce,
picked up on a criminal trespass
warrant after an officer saw him
and remembered that he had an
outstanding warrant.
•Benjamin Gillespie, 48, 25
Bennett Street, Commerce,
arrested on a probation violation
warrant after an officer spotted
him sitting on his front porch.
•Christopher Allen Parr,
40, 1849 Carson Segars Road,
Maysville, driving with an expired
tag, misdemeanor possession of
marijuana and warrants from both
Banks and Jackson counties.
•Anthony Earl Collins, 25,
209 Orchard Circle, Commerce,
disorderly conduct. The officer,
responding to a domestic dis
pute, found him “drunk and yell
ing’’ in the roadway. The report
said Collins climbed into the offi
cer’s car and asked to be taken
home. The officer took him to the
Jackson County Jail instead.
•Robert Ramone Fletcher, 26,
86 Martin Luther King Jr. Drive,
Jefferson, picked up on unspeci
fied warrants by an officer on
the way to a domestic dispute
in which Fletcher had allegedly
been involved.
•Adam Wayne Hill, 28,
1157 Ervin Chambers Road,
Commerce, public drunkenness
and violation of the open con
tainer law. The report said the
officer saw him exit the driver’s
side of a vehicle at the Kangaroo
convenience store and get in the
passenger side when he came
back out, leading the officer to
suspect there might be a license
problem. The report said that
several open beer cans were
visible, and that Hill claimed
he “was just a country boy’’ and
“did it (drove while drinking)
all the time in Banks County
on dirt roads,’’ according to the
officer’s statement. The report
indicated Hill blew a .172 on the
Alcosensor, and there was no
explanation for why he was not
cited for DUI.
The Commerce Police
Department reported eight theft-
related cases during the past
week, including three incidents
of gasoline theft from the Flying
J Travel Plaza on Maysville Road
at Interstate 85.
Thieves drove off with $52
worth of gasoline in the first inci
dent, $50.58 in the second and
“4.25 gallons of premium grade
gasoline’’ in the third case.
Store personnel were unable
to provide any descriptions of
the suspects, and in only one
case could describe the vehicle.

Other incidents requir
ing police attention last week
include:
• a burglary at a Victoria Way
Apartment where a 66-year-old
Latino female reported that 20
gold chains had been stolen
from her closet. She was not
sure when they were taken, but
the officer reported there was
no sign of a forced entry.
•the theft of a 12-pack of
Budweiser beer from Presto’s
convenience store, North Broad
Street. The clerk told police that
a white male carried the beer
out, that she followed him and
asked him to pay for it, but he
jumped into a vehicle and left.
The clerk was able to give police
a description of the suspect and
a tag number.
•theft by taking at a Bennett
Street address where a 48-year-
old Asian female said she wrote
a check for $170 but someone
stole it out of her mailbox.
•theft by taking at a Cedar
Drive address where a 57-year-
old black male reported that
someone removed the tag decal
from his work truck.
•theft by taking at a Homer
Road mobile home park where a
64-year-old white male reported
that a woman with whom he’d
spent the day drinking stole his
rent money from his dresser
while he was asleep.
• the towing of a vehicle block
ing the road at the intersection
of Scott Street and Waterworks
Road.
• harassing phone calls report
ed by a Cole Court woman
who said her ex-husband told
her she was “not getting any
money from him’’ after she
filed custody papers for their
children. The victim said the
man told her that if “something
unexpected’ happened to her
he would get custody of the
children anyway.
•a suicide attempt in which
a white male jumped out of a
vehicle traveling 30 to 40 miles
per hour on South Elm Street
— right in front of the police
station — reportedly because
he was distraught over funeral
arrangements being made for
his grandmother.

Banks Teen
Killed In
Saturday Wreck
A Banks County High School
junior died from injuries suffered
in a one-vehicle accident on Hwy.
441 Saturday evening, just north
of the county sheriff’s office.
Cody Gowder, a member of the
school’s football team, died after
the pickup he was driving crashed
and flipped several times on Hwy.
441 shortly before 9 p.m. The
vehicle struck a guardrail, accord
ing to the Georgia State Patrol.
Two other passengers, Bill
Redmon and Kane Duncan, class
mates and football teammates
of Gowder’s, suffered injuries in
the accident after all three were
ejected from the truck. Redmon
and Duncan were both airlifted to
Grady Memorial Hospital where
they were in stable condition
Sunday.
Reports indicated the victims
were not wearing seat belts.
